Duties

Help

As a Social Scientist your duties will include but are not limited to the following:

  • Provide social science technical support to efforts addressing complex wildlife or other natural resource conservation issues with both social and ecological drivers to the field and region or Program. This technical assistance supports and directly impacts the planning, design, delivery, and evaluation of natural resource management efforts and policy development.
  • Provide technical guidance on socio-ecological problem framing, situation analysis, and stakeholder identification and assessment for regional or Program priorities.
  • Participate in the development of systematic approaches to evaluation and provide advice and guidance to the field staff and/or managers to ensure consistency and ability to use data for national-level reporting.
  • Grow the social science literacy of natural resource practitioners by designing and delivering conservation social science training to natural resource practitioners using a variety of instructional techniques and formats such as team exercises, interactive activities, and group discussions.
  • Develop tools and resources for practitioners focused on integrating social science into natural resource planning and management such as frequently asked questions (FAQs) and targeted social science guidance that can be used across the Service.
  • Work in partnership with practitioners in the program to apply social science theories and methods so that practitioners can identify the social and economic aspects of their work.
Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-11. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11.

Basic Requirement:
A. Degree: behavioral or social science; or related disciplines appropriate to the position. NOTE: Transcripts required.
or
B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: Transcripts required and your resume must contain sufficient detail at this level of work, i.e., complete begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration.
or
C. Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: Your resume must contain sufficient detail at this level of work, i.e., complete begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration.

Minimum Qualification [GS-9]
A. I have one (1) year of specialized experience equivalent to at least the GS-07 grade level in federal service that equipped me with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience may include: 1) Knowledge of conservation social science disciplines to improve natural resource management practices and processes. Examples include familiarity with human values, attitudes and behaviors; stakeholder engagement; sociodemographics, conflict resolution; or strategic communications. 2) Managing project logistics and coordination, such as database management, protocol development or developing timelines. 3) Contributing to development of tools and resources for natural resource practitioners focused on integrating conservation social science into natural resource planning or management. 4) Communicating social science to natural resource practitioners including presentations and briefings to practitioners. NOTE: Your resume must contain sufficient detail at this level of work, i.e., complete begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration.
or
B. I have successfully completed two academic years of progressively higher-level graduate education leading to a master's degree in a field directly related to this position, such as Environmental studies, Political science, Sociology, etc. NOTE Transcripts required.
or
C. I possess a combination of qualifying specialized experience and more than one year of graduate education (both as described above) that, when computed as percentages of their respective requirements, equals at least 100% when combined. Only graduate education beyond the first full year (18 semesters) is creditable using this method. NOTE: Transcripts required, and your resume must contain sufficient information, e.g., complete begin/end dates, work schedule, duties performed, etc., for each period of work for consideration to meet this standard.

Minimum Qualification [GS-11]
A. I have one (1) year of specialized experience equivalent to at least the GS-09 grade level in federal service that equipped me with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience may include 1) applying conservation social science disciplines to improve natural resource management practices and processes, e.g., application of human values, attitudes and behaviors; stakeholder or community engagement; sociodemographics, conflict resolution; or strategic communications. 2) collaborating with natural resource practitioners to increase awareness and impact of social science to address complex natural resource issues such as visitor use monitoring, community engagement, endangered species recovery, wildlife health, pollinator conservation, grassland/sagebrush conservation, or private lands conservation. 3) managing project logistics and coordination, such as project oversight, database management, protocol development or developing timelines. 4) Developing tools and resources for natural resource practitioners focused on integrating conservation social science into natural resource planning or management. 5) communicating social science to natural resource practitioners including presentations and briefings to practitioners. or
B. I have completed three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a related field, such as Environmental studies, Political science, Sociology, etc. NOTE: Transcripts required.

C. I possess a combination of qualifying specialized experience and qualifying graduate education (both as described above) that, when computed as percentages of their respective requirements, equals at least 100% when combined. Only education beyond the second graduate year (36 semesters) is creditable using this method. NOTE: Transcripts required, and your resume must contain sufficient information, e.g., complete begin/end dates, hours worked per week, duties performed, etc., for each period of work for consideration to meet this standard.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

PCS INFORMATION: Yes, entitlements for payment of basic moving expenses, as required and to the extent allowed by the Federal Travel Regulation (FTR) 302-3.101, are authorized for eligible applicants changing duty station when the change meets the distance tests as provided in FTR 302-1.1 and 302-2.6. All moving expenses are taxable.

  • Skills in the principles, methods, and practices of project management in order to develop plans and schedules, estimate resource requirements, establish milestones and deliverables, monitor activities, and evaluate and report on accomplishments to stakeholders. (GS-9 & GS-11)
  • Skill in using databases, computer programs and software to record, analyze and monitor project status. (GS-9 & GS-11)
  • Skill in applying formal (presentations, webinars, technical write-ups) and informal (one-on-one discussion, articles for popular media) communications techniques to communicate complex conservation social science topics to audiences who may be unfamiliar with the content. (GS-9 & GS-11)
  • Skill in research design, data collection, and analysis of qualitative and quantitative social science data. (GS-11 0nly)

This vacancy will utilize a multiple hurdle assessment process to determine the qualifications of applicants. The first hurdle will consist of applicants completing an occupational questionnaire related to the major duties and competencies of the position. The second hurdle will consist of applicant resumes being reviewed by a Subject Matter Expert (SME) panel for related position competencies against a pre-determined rating schedule.
