Summary

This position is located in the Department of State Ralph J. Bunche Library Division (A/GIS/IPS/LIBR).  The library is the oldest federal library, founded in 1789 by Thomas Jefferson, the first Secretary of State, and houses books, journal volumes, microfilm/microfiche, rare books, special collections and maps comprise a major research resource for history of the Department, bilateral and multilateral relations, world trade and international law.

Duties

Help
  • Maintains inventory control of various publications such as serials, journals, periodicals, and special collections.
  • Assists in reviewing billing documents and identifies when additional information is required.
  • Assists procurement agent in procuring materials through use of preparing purchase orders, or other procurement documents.
  • Provides administrative support for Library events including, but not limited to preparing and distributing publicity materials, and providing logistical support for event set-up.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. 

Applicants applying for the GS-05 grade level must meet one of the following requirements:

A. Have at least 1 full year of specialized experience equivalent to the GS-04 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience performing circulation desk duties that include charging library materials in and out using manual or automated systems; searches databases, markets library services, and assist with identifying, locating, and handling library materials.

OR

B. Have successfully completed 4 years of education above high school obtained in an accredited college or university which demonstrates the knowledge, skills and abilities necessary to do the work of the position as described above;

OR

C. Have a combination of experience (less than 1 year of experience equivalent to the GS-04 level in the Federal service), AND post high school education which when combined meets 100% of the education and experience requirements. Generally, one (1) full academic year of study is equivalent to 30 semester hours or 45 quarter hours of undergraduate education. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the required specialized experience requirement at this grade level. (One year of academic study (30 semester hours) beyond the second year is equivalent to six months of specialized experience. The total of the two percentages must equal at least 100%.

Applicants applying for the GS-06 grade level must meet one of the following requirements:

A. Have at least 1 full year of specialized experience equivalent to the GS-05 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience understanding library databases and collections in order to locate materials requested by patrons and borrowing libraries; manages and organizes information by applying organizational structures to books and other materials incoming mail; maintains circulation transaction files accurately.

Applicants applying for the GS-07 grade level must meet one of the following requirements: 

A. Have at least 1 full year of specialized experience equivalent to the GS-06 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience working in a library; understanding of library rules, procedures and policies; using automated library systems to access and navigate information; planning, coordinating, and carrying out the successive steps in reference work and fact-finding; cataloging a variety of library materials; and training others on how to use various library tools, apps, etc.

Education Substitution: As a general rule, education is not creditable at this level for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.
