Duties

Help

The incumbent will carry out a wide variety of assignments related to the Office for Human Research Protections (OHRP), Division of Policy and Assurances (DPA) policy and guidance initiatives to support OHRP's mission.

This is a career ladder position with growth potential to the Public Health Advisor, GS-0685-13 grade level. Differences in grade level are based on the knowledge and proficiency acquired to perform the work, nature of assignments, and level of responsibility.

The duties and responsibilities of this position include:

  • Providing program advice to interested or impacted entities or individuals on the laws, regulations, and guidance governing human research protections and key bioethical principles.
  • Providing technical and regulatory guidance related to human research protections and presenting recommendations to applicable individuals and entities.
  • Responding to queries regarding regulatory application, providing training and education, and disseminating guidance regarding HHS human research protections regulations and policy.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualifications as noted below.

GS-11: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below:

  1. Applying knowledge of federal laws, regulations, and policies pertaining to the protection of human subjects in research.
  2. Using technical assistance methods, including statistical analysis, to analyze human research protections challenges or circumstances.
  3. Ensuring the technical accuracy or compliance of human research protection program activities or research subject to human research protection requirements.
  4. Providing written and/or oral responses to queries about regulatory and policy matters regarding human subject protections.
OR
Have a Ph.D. or equivalent doctoral degree; or three full years of progressively higher-level graduate education leading to such a degree in a field directly related to the position; or LL.M, if related. (You must submit transcripts)

OR
A combination of the required experience and education for this grade level. (You must submit transcripts)

GS-12: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below:
  1. Applying knowledge of federal laws, regulations, and policies pertaining to the protection of human subjects in research.
  2. Advising interested or impacted entities or individuals on situations related to human research protections with controversial/unconventional/complex aspects, numerous variables, and/or several theoretical or practical alternatives.
  3. Collaborating in the development of educational material related to human research protections regulations and policy for presentations and/or meetings with diverse participants or interested parties.
  4. Using technology to coordinate or conduct the dissemination of program guidance.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
