Duties

Help
  • Plans and promotes organization policies and coordinates all matters pertaining to the protection and security of personnel, property, office space, and sensitive equipment.
  • Plans, develops, and administers vital security projects and programs which are critical to the mission of the organization.
  • Participates in special studies and evaluations designed to develop policy and techniques to improve physical security and emergency management.
  • Researches, writes, and finalizes formal correspondence and documents which withstand higher level technical scrutiny.
  • Conveys complex security requirements and recommendations to senior officials.
  • Conduct formal and informal training on physical security procedures, security awareness, and Occupant Emergency Plans, tailoring educational programs to meet security needs of that facility and the program.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level. For example, 52 weeks at the GS-12 level for consideration for the GS-13.

Specialized Experience:

Applicants must have one year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. For this position, specialized experience is defined as experience

providing oversight on an organization's physical security program; utilizing knowledge of physical security programs to include

communication systems, access control systems, guard forces, exercises, and training requirements to develop policy, compliance, and training to a diverse audience; and improving an organization's overall physical security infrastructure against internal and external risks, threats, and vulnerability.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no education substitution at the GS-13 grade level.

  • Physical Demands: Work is sedentary but requires walking and some climbing when conducting inspections or surveys.
  • Work Environment: Work is performed in typical office settings, except that occasional travel is conducted to other, activities, conferences, and meetings. Special safety and surety precautions are sometimes required, but are usually infrequent during facility visits.
