This position is in the Special Counsel and Labor Relations Office. The Special Counsel and Labor Relations Office provides legal advice and services on a centralized basis to the Chairman, the Board and General Counsel of the Agency and to all other officials and branches of the Agency.

The primary purpose of the position is to provide professional and expert legal services to the Agency.

Duties

As a General Attorney (Labor & Employment) GS-0905-13/14, your typical work assignments may include:

  • Conducting legal research on variety of complex and sensitive labor, employment, and employee relations matters and must have familiarity with, and be able to research and apply to Federal sector cases, various other relevant employment statutes.
  • Appearing on behalf of Agency management in settlement negotiations and in grievance arbitration hearings, Federal Labor Relations Authority (FLRA) proceedings, Equal Employment Opportunity Commission (EEOC) hearings, and Merit Systems Protection Board (MSPB) proceedings.
  • Advising and making recommendations as a technical expert to Agency managers and supervisors on the interpretation of Collective Bargaining Agreements, and application of law, rules, and regulations including Title V of the U.S. Code and OPM regulations.
  • Collaborating with managers in resolving and finding solutions to any legal, technical, or contractual problems arising in the area of employee and labor relations.
  • Drafting responses to grievances, particularly at the Step Three level and providing advice to managers on handling grievances at earlier Steps of the relevant grievance procedure.
  • Other duties as assigned.

IDEAL CANDIDATE STATEMENT
The Ideal Candidate for the General Attorney (Labor) (Special Counsel or Labor Relations Counsel) position will have some experience providing effective federal labor and employment law advice and assistance and/or litigating labor and employment law within the federal sector and managing complex legal matters. Excellent written and oral communications are desired, as well as interpersonal skills to interact with general population, colleagues, and senior level management. Superior legal research and analytical skills are preferred.

BASIC REQUIREMENT
An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL. B. or J.D.).

In addition to the BASIC REQUIREMENT, applicants must also meet the following:

MINIMUM QUALIFICATIONS


SPECIALIZED EXPERIENCE at the GS-13
To qualify for this position, applicants must have one year of specialized experience equivalent to the GS-12 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the GS-13, General Attorney (Labor and Employment), and that is typically related to the work of the position to be filled.

Specialized experience includes:

  • Experience preparing briefs, motions, pleadings, responses, and other documents; and
  • Experience conducting legal research to gather and interpret information and ensure accuracy of details using resources such as internal and external documents, archives, electronic databases, and interviews; and
  • Experience with and working knowledge of federal-sector employment and labor laws, rules, and regulations, including, but not limited to, laws and regulations concerning Title VII, The Rehabilitation Act, The Age Discrimination in Employment Act of 1967, the Federal Labor Standards Act; and the Family and Medical Leave Act.; and
  • Experience managing multiple assignments and competing priorities concurrently, negotiating solutions to problems, applying initiative and good judgment, and work effectively in a team-oriented setting.

SPECIALIZED EXPERIENCE at the GS-14
To be qualify for this position, applicant must have one year of specialized experience equivalent to the GS-13 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the GS-14, General Attorney (Labor and Employment), and that is typically related to the work of the position to be filled.

Specialized experience includes:
  • Experience researching, analyzing and resolving legal issues and to communicate such matters through oral and written presentations, with appropriate recommendations effectively; and
  • Experience representing employers before the Merit Systems Protection Board (MSPB), the Equal Employment Opportunity Commission (EEOC), the Federal Labor Relations Authority (FLRA), other administrative adjudicative bodies, and/or federal courts, independently or as part of a team; and
  • Experience advising or representing an agency in collective bargaining and in proceedings before the FLRA.

BAR MEMBERSHIP AND CERTIFICATION
Applicants must be an active member of the Bar in good standing of any state, District of Columbia, Puerto Rico, or any Territorial court under the US constitution. Your active BAR license must reference BAR number and indicate the status of good standing. An Agency's Self-Certification Form is not acceptable for verification.

Education

An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (J.D. or LL. B).
