Summary

This position is located in the Department of Labor (DOL), Office of Workers' Compensation Programs (OWCP), Division of Administrative Operations (DAO) Branch of Medical and Standards & Operations (BMSO). The mission of the BMSO is to provide medical opinions and provide technical advice and assistance concerning medical claims; establish medical standards for all OWCP programs

Duties

Help

  • Serves as the Division resource and subject matter expert for issues related to health care standardization coding systems, which includes medical bill process coding [e.g. International Classification of Disease 10th Revision (ICD-10), Current Procedural Terminology (CPT), and Healthcare Common Procedural Coding Systems (HCPCS] as well as other healthcare regulations relating to provider and insurance policies from both private and regulatory agencies.
  • Utilizes medical coding knowledge and expertise in participating with technical staff in the evaluation, selection, and implementation of new or revised software and special edits designed to detect abusive billing practices within the Medical Bill Processing System.
  • Monitors the utilization of medical services to identify over-utilization patterns. Produces reports with recommendations to curb this practice. Participates in OWCP projects related to containment of medical costs.
  • Works closely with the Branch Chief and OWCP Divisions to establish policy and resolve ongoing and/or longstanding issues related to the use of healthcare standardized coding systems. Identifies misuse of codes, determines the most advantageous means/methods to address inaccuracies or abuse, and assists with development of policies for the application of standardized codes to unconventional or unusual treatment and conditions.
  • Provides expert technical assistance and training (through live and written materials) to OWCP staff regarding medical billing and coding issues as well as in the operation of the OWCP bill processing system. Serves as the Division expert concerning the use and interpretation of healthcare standardized codes.

Qualifications

Time-in-Grade Requirements:

For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service.


Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11 in the Federal Service.

Specialized experience is defined as experience as ALL of the following:

1. experience in healthcare billing and coding practices, coding systems for medical services, healthcare delivery systems and medical bill processing systems

2. experience training healthcare providers and other stakeholders regarding medical billing and coding requirements.

3. experience monitoring payments, payment systems, billing, and coding to identify and make recommendations on potential weaknesses in payment systems

4. skill in communicating findings, evaluations, problem resolution and recommendations with national level management, staff, outside experts, and health care providers.

Education

There is no substitution of education for the qualifying experience at the GS-12 grade level.
