Duties

Help
  • Provides assistance, advice, oversight, monitoring, and coordination for protection, management, planning, conservation, development, and utilization of trust and restricted lands.
  • Analyzes requests for land into trust and use of Indian-owned trust assets to determine the compatibility of proposed uses with agency mission and owner's needs.
  • Implements a trust real estate services program to accomplish the timely and efficient processing of applications for i.e., patents, removal of restrictions, disposals, acquisitions, rights-of-way, surface and subsurface leasing and permitting.
  • Consults with beneficiaries/lessees/other landowners and interested parties about the process options, documentation, and other needs that may be associated with contracting and/or conveyance activities.
  • Provides expert guidance, collaborates and coordinates contract and conveyance transactions to ensure that the necessary clearances and procedures have been secured and completed (i.e. appraisals, NEPA, TSR).

Qualifications

Applicants who meet at least one of the following requirements may qualify for the position at the GS-9 level -

  • 1 year of specialized experience equivalent to at least the GS-7 grade level applying general real estate principles, rules, regulations, and practices to manage real estate services of Indian-owned property, e.g. analyzing requests for use of Indian-owned trust assets to determine the compatibility of proposed uses with agency mission and owner needs, and resolving routine problems that may arise with owners or contracts; applying a wide range of real estate methods to investigate and analyze a variety of problems to develop solutions that typically involve segments or phases of projects being carried out by higher grade employees, e.g. assisting with negotiating terms and conditions in authorizing documents to determine responsibility for resolving conflicts or problems; determining special requirements on routine transactions; recommending authorization of land use; and advising and providing assistance on related routine matters.
  • Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related.
  • A combination of education and specialized experience listed above totaling at least 100%. For example, 9 months of specialized experience (75% of the experience requirement) and 27 hours of graduate study (25% of the education requirement) would qualify an applicant for this position.

Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472).

This position is OPEN UNTIL FILLED and may be extended or closed prior to the current closing date.
