Help

As a GS-142-14 Supervisory Workforce Development Specialist in the Boston or Chicago Job Corps Office, you will provide leadership while managing and directing the work of the Regional Office through the following duties:

  • Implement Job Corps policies and plans, direct activities to meet requirements of the National Job Corps program, and make contributions to the development of policies and procedures at the national level while fostering a commitment to a team approach. Enhance and expand Job Corps' oversight of all centers' operations and performance by utilizing existing management tools.
  • Bring the voice of customers, stakeholders, and partners into the organization. Incorporate customer feedback into goal setting and operations outcomes. Promote and lead organizational change. Ensure that all parties are kept informed about key activities and developments.
  • Ensure the provision of accurate compliance assistance and program direction to Job Corps centers on matters related to contract and programmatic requirements in areas such as educational and career technical training curricula, enrollment services, student conduct, counseling, and residential living.
  • Conduct Regional Office Center Assessments and unannounced monitoring visits to provide effective oversight of program operations in accordance with the Region's approved Annual Work Plan (AWP). Supervise and provide support and technical assistance to Project Managers/Contracting Officer's Representatives (PM/COR) as they monitor and oversee the timely implementation of Centers' corrective action plans.
  • Supervise and direct federal staff oversight of Center, outreach, admissions, and career transition services as well as other support services to ensure that the basic objectives of the Job Corps program are achieved by centers in the Region, and that accurate reports of activity are submitted in a timely manner.
  • Ensure safe, secure, and modernized Job Corps facilities through monitoring of effective administration of Construction, Rehabilitation and Acquisition (CRA) budgets.
  • Review contractors' requests for logistical support, technical assistance, special training for staff, and consultants; visit and coordinate such requests with Job Corps staff at national and regional levels.
  • Participate in preparation of Requests for Proposals, proposal amendments, sole source requests, bidders' conferences, pre-negotiations conferences, site surveys, contract negotiations, award conferences, debriefing sessions and where applicable, the novation of existing contracts for both Center operations and recruitment, placement, and support services as program lead and commensurate with contracting officer coordinated roles and responsibilities between Office of Job Corps (OJC) and Job Corps Acquisition Services (JCAS).
  • Provide timely responses to National Office data calls, inquiries, and Office of Inspector General/General Accounting Office requests; vigorously implement those recommendations approved by the Job Corps National Office.

Qualifications

To qualify for this position, applicants must possess 52 weeks of specialized experience at the next lower grade level, GS-13, in the Federal Service or equivalent.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Definition of specialized experience includes ALL of the following:

1. Experience assessing, evaluating, and monitoring projects for compliance and making sound recommendations for appropriate changes or improvement of program processes, policies, and resources of labor workforce development programs related to the Workforce Innovation and Opportunity Act (WIOA); AND

2. Experience analyzing and interpreting any of the following: financial and statistical data, statutes, regulations, program guidelines, and providing technical assistance to customers.

Applicants must meet the eligibility requirements of time-in-grade (52 weeks at the next lower grade), time-after-competitive-appointment (90 days), and minimum qualifications (52 weeks equivalent to the next lower grade in federal service). These requirements must be met within 30 days of 06/21/2023, the announcement closing date.
