Help

You will:

  • Serve as Director, Washington DC Operations Division; develop and interpret policies or procedures governing the planning and delivery of IT services related to infrastructure, data network management and secure telecommunications.
  • Design, develop, and manage systems that meet current and future business requirements and optimize the existing architecture to include management, operations and IT improvements of national communications systems.
  • Provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical infrastructure issues and make decisions.
  • Advise and provide counsel to employees regarding policies, procedures, and directives of management.
  • Manage division resources, including budget and full time equivalent (FTE), and exercise financial management.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

If you are selected, you must complete (or have already completed) a 1-year supervisory or managerial probationary period.

Upon acceptance of an initial appointment to a supervisory or managerial position with the EPA, you agree to complete all elements of the EPA Successful Leaders Program. This development program is designed to enhance leadership skills and abilities and meet the Agency's goal of providing new leaders with the skills and tools you need to be successful.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

To qualify for this position, you must have either:
-IT-related experience demonstrating each of these four competencies: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail; 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations;
OR
-a bachelor's or higher degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. In addition to the basic requirements above, you must meet the following requirements:

To qualify for the GS-15 level, you need to have at least one year of full-time experience equivalent to the GS-14 level defined as developing and interpreting policies or procedures governing the planning and delivery of IT services related to infrastructure, data network management and secure telecommunications.

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 

  1. Knowledge of IT infrastructure
  2. Knowledge of software development
  3. Knowledge of centralized management systems
  4. Ability to make decisions on work issues presented by subordinate personnel
  5. Skill in setting organizational financial performance goals

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If you are selected, travel, transportation, and relocation expenses will not be paid by EPA. Any travel, transportation, and relocation expenses associated with reporting to work in this position will be your responsibility.

If you are selected, you will serve in either a temporary promotion or a detail.

If this position is at a higher grade than your current grade, the assignment will be a temporary promotion which will be processed for a period not to exceed one year. It may be extended up to four additional years without further competition, for a total of five years.

If you are already at the same grade as this position, your assignment will be a detail which will be processed for a period not to exceed 120 days, and may be extended in 120 day increments. While on the detail, your salary will not change.

You may be returned at any time to the position from which you were temporarily promoted or detailed, or to a different position of equivalent grade and pay.
