Duties

Help

In collaboration with the Director, the Manager oversees the management services operations of the Office of Accident Investigation and Prevention (AVP) and provides broad direction, management, and oversight for AVP's financial administration, workforce administration, organizational development, strategic planning, facilities management, organizational development, document and record keeping management, emergency planning, and other business management functions.

Applies a comprehensive knowledge of the technical aspects of the work directed and oversees the day-to-day management and strategic direction for staff employees by leading and providing guidance for mission support and business management functions. Applies a detailed knowledge of the technical aspects of the work: Manages the design, development, implementation, auditing and direction of work activities required to achieve established goals of AVP programs. Assures the development, establishment, and implementation of adequate organizational internal control systems. Routinely responds to ongoing series of ad hoc requests from internal and external stakeholders, regarding assigned program areas.

Leads, motivates, and develops staff employees. Plans, organizes, directs, coordinates, and reviews the work of staff. Monitors the progress of assignments, evaluates training/developmental needs, and arranges for training as appropriate. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system.

Communicates the organization’s mission, vision, values and objectives, setting priorities for the branch employees as well as assigning tasks and responsibilities by participating in AVP, AVS and FAA teams and activities as able or requested.

In addition, duties include; strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; mentors, coaches, and guides professional growth and development; attend AVP management meetings as necessary and report updates on branch activities of interest; manage employees time and attendance and labor distribution reporting; approving leave; and taking or approving corrective/disciplinary actions as appropriate.

Contacts are routinely internal and external to the major subdivision. Internal contacts are with subordinates, peers, and higher level management to discuss the statuses and results of projects/programs and plan for the future. May represent the major subdivision, LOB/SO, or the FAA externally as a primary point of contact for policies/procedures or other project/program purposes.

Work is typically governed by established policies, procedures and mission objectives which leave considerable room for discretion. Provides guidance to employees for preventing and resolving problems. Develops and approves solutions to current and anticipated problems which cross organizational lines. In doing so, considers technical, budgetary, regulatory, and political issues that involve other organizations inside and outside the FAA. May participate in developing solutions to FAA-wide problems. The incumbent and organizational performance is reviewed periodically through organizational performance measures to determine success in achieving planned results. The work activities impact directly on goals and objectives of the major subdivision, the LOB/SO, and often the FAA.

To qualify for this position at the FV-K, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS-14 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience overseeing an organizations financial and workforce administration, organizational development, strategic planning, and other business management functions.
