Duties

Help

Applies experience and comprehensive knowledge of financial and budgetary accounting concepts, principles, practices, appropriations law and regulations to analyze programs and manage the formulation and justification of budgets which are applicable to the planning, development and preparation of the FAA Logistics Center’s business plan.

Completes comprehensive expenditure analysis in accordance with accepted accounting principles. Captures and analyzes expenditures that build Cost of Goods (COG) and Maintenance Repair and Overhaul (MRO) Work-In-Process (WIP) . Conducts price variance analysis including latest procurement costs, average weighted costs, standard costs and overhead allocation costs variances. Provides details reports and analysis to Group management and staff by analyzing, interpreting and developing reports based on sound professional accounting principles and practices.

Identifies trends and makes recommended courses of action to group management on subjects that directly relate the Groups business plan and overall finances and as related to the Logistics Center. Prepares, reviews and makes recommendations on reports for projects, programs and other work activities for internal and external distribution. May represent the Group as a point of contact to provide advice and guidance on finances, policies and procedures. Coordinates schedule, provides guidance and recommendations and consolidates for final submission.

Performs financial analysis related studies that support the operation of the Group; analysis and evaluation of financial proposals, operating costs and program effectiveness based on labor cost, production capability and other operational elements. Responsible for the preparation, analysis and interpretation of FAA Logistics
Center supply chain and service order financial analysis reports utilizing a variety of software. Provides continual financial related knowledge/education for the LOB customers, Logistics Center management team and employees.

Independently plans time. Identifies, plans, and organizes available resources to accomplish projects/programs/activities. Makes optimal use of resources to complete activities within established schedules. Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or develop new approaches. Assignments regularly require interpretations of internal and external policies and extrapolations from precedents.

Work is reviewed rarely, typically through status reports and project completion, to ensure policy compliance and alignment with the requirements provided.

Work activities typically impact directly on the objectives of one or more organizational units, major subdivisions and LOB's. The work regularly affects internal and external customers.

Qualifications

TO QUALIFY AT THE I (GS/FG-13) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H (GS/FG-12) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

SPECIALIZED EXPERIENCE: Experience monitoring, analyzing, and interpreting financial reports. Communicating financial facts and reports to management and/or others as it relates to the health of an organization. Experience using a variety of software (spreadsheet, database, graphics, word processing) to prepare reports and presentations. Working with teams to strengthen and sustain professional relationships.

In addition to the Minimum Qualifications, the following has been determined to be a Quality Ranking Factor for this position. This means well qualified candidates will have demonstrated the following:

Quality Ranking Factor Well-qualified candidates will possess expert knowledge of, and experience with Federal Appropriation Law and Revenue/Expense Recognition within a Franchise Fund/Fee for Service operational environment.
