Duties

Help
  • Provides expert advice on matters concerning fraud, waste, and abuse DoD-wide, and the investigation thereof, to include the development and implementation of law-enforcement policies, procedures, and objectives for the overall DCIS program.
  • Manages and coordinates criminal investigative matters among Field Offices (FOs), ensure that suspected criminal activities are identified and brought to the attention of the appropriate prosecution entities.
  • Develops, plans, and ensures that procedures for criminal investigations, which cut across service lines, involve other government agencies or OIG components, are effectively implemented.
  • Ensures investigative techniques and law enforcement procedures, including IG subpoenas, polygraphs, monitoring, Title III operations, and undercover operations among others, are being conducted appropriately and effectively.
  • Directs the preparation of proposed changes to policy and procedures involving programs managed by Investigative Operations; develops new policies and directives as required.
  • Supervises the review of investigative activity reports and identifies management and/or operational problem areas when there is a need to modify or change policy or procedure.
  • The incumbent provides executive direction to the Investigative Operations staff and evaluates their respective performance in conducting and oversight of department wide investigative operations.
  • Initiates and maintains continuing liaison, as deemed appropriate, to assure investigative continuity on matters that would affect the DCIS mission or provide assistance to others.
  • Performs other duties as directed by the Deputy Inspector General for Investigations.
  • Complies with requirements of The Inspector General Act of 1978, as amended, 5 U.S.C.4 (2000).

  • Position has been designated as Special Sensitive; incumbent is required to be eligible (and maintain eligibility) for a Top Secret with Special Compartmented Information (TS/SCI).

  • Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has been served. Selectee may also be subject to a records review prior to being appointed to this position.
  • In accordance with Executive Order 12564, applicants selected are required to submit to a drug test and receive a negative drug test result prior to appointment.
  • Incumbent is subject to random drug testing for the duration of service with the DoD OIG.
  • Selectee will be required to complete and submit an Executive Personnel Financial Disclosure Report, OGE-278, prior to entering the position and annually thereafter.
  • All newly appointed career SES leaders must sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03
  • Incumbent may be required to travel both in the Continental United States, as well as overseas locations
  • Position requires a pre-employment physical exam and a pre-employment physical readiness test. An annual physical readiness test is required for the duration of employment.
  • All newly appointed career SES leaders must sign the Mobility Agreement which is required as a condition of employment.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Qualifications include both leadership skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to the position.

Eligibility for this position will be based upon a clear showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the responsibilities of this position. The best qualified candidates will be distinguished from other applicants by an evaluation panel of subject matter experts referencing the blow listed Executive Core Qualifications (ECQs) and mandatory technical qualifications (MTQs). All factors are mandatory unless stated otherwise. These factors are required, and must be addressed for the incumbent to perform the duties of the position. The mandatory technical qualifications must be met to be rated eligible for the position.

This position has been evaluated to be a Tier B position under the DoD OIG SES Personnel Management and Compensation System.

MANDATORY TECHNICAL QUALIFICATIONS:
The applicant is to provide a separate narrative statement to each of the following technical qualifications which describes fully, but concisely, how his/her experience supports each of the following qualifications. Each mandatory technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:

1. Broad knowledge of the fields of criminal investigations and law enforcement; investigative policies, administration of investigative programs; and functions and jurisdictions of other Federal, state, and local agencies.

2. Expert criminal investigative knowledge to direct and coordinate major investigative programs, policies, and operations. Extensive experience in conducting complex fraud and economic crime investigations, and managing a program involving complex criminal investigative matters. Expert Knowledge of investigative techniques, devices, procedures; the rules of evidence, search and seizure; and Federal and military criminal laws.

EXECUTIVE CORE QUALIFICATIONS (ECQs):
The ECQs describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific technical factors listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies. Current or former SES Career employees are not required to address the ECQs (SES Career employees include only those appointed under Title 5 U.S.C. 3393). A concise executive summary must show where and when the qualifications were obtained, the organizational setting in which the experience was acquired, (e.g. organizational size, level, and assigned fiscal resources), and a narrative discussion of the qualifications. The ECQs must not exceed 10 pages.

1. LEADING CHANGE. The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

2. LEADING PEOPLE. The ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

3. RESULTS DRIVEN. The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

4. BUSINESS ACUMEN. The ability to manage human, financial, and information resources strategically.

5. BUILDING COALITIONS/COMMUNICATION. The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Education

Incumbent must have successfully completed the Criminal Investigator Training Program at the Federal Law Enforcement Training Center (FLETC) in Glynco, Georgia, or another Federal equivalent criminal investigator training program, such as the FBI Special Agent training program or Military Criminal Investigative Organization equivalent. Tribal, State, and local law enforcement academy training does not meet this requirement. Application should include a copy of the Certificate indicating completion of the course.

Actual salary may vary depending on the scope and the complexity of the qualifications and current compensation of the selectee.

PCS/Relocation expenses, if authorized, will be in accordance with Joint Travel Regulations.

Veterans' preference does not apply to the SES.

Military retirees seeking to enter civil service in the Department of Defense now require a waiver if they are within 180 days following their official date of retirement (5 United States Code 3326.)

Additional Key Requirements:
Position requires qualifications to carry and use government-owned firearms as part of the assigned duties (and maintain this qualification). Employees are ineligible for this position if, at any time, they have been convicted of a misdemeanor crime of domestic violence, unless the conviction was expunged, set aside, or he/she received a pardon. The applicant selected for this position must be able to qualify and maintain authorization to carry firearms including no current or previous domestic violence charges/convictions.

Position is considered a secondary law enforcement administrative position and is covered under the special retirement provision for secondary law enforcement positions. The applicant must meet all of the following special retirement requirements: (1) Has moved directly (without a break in service exceeding three days) from a rigorous to a secondary position; (2) Has completed three years of service in a rigorous position and (3) If the applicant has served in a secondary position continuously (without a break in service of more than three days) since serving in a primary position. If selected, applicant that meets the qualification requirements, but does not meet special retirement coverage requirements, will be placed under the regular Federal Employee retirement coverage.

This is covered by the special retirement provisions for Federal Law Enforcement Officer (FLEO). Candidates without previous FLEO service must be under age 37. Employees subject to special retirement coverage for law enforcement officers must retire at age 57 upon completing 20 years of law enforcement service under the special retirement provisions for law enforcement officers. If these 20 years of service are not attained at age 57, mandatory retirement is required upon completion of 20 years of service. The Maximum Entry Age requirement may be waived for applicants eligible for veterans' preference or under very special circumstances. See OPM Retirement Handbook for further details. Applicants previously covered by 5 U.S.C. 8336(c) or 5 U.S.C 412(d) are not restricted from applying.

Applicants will be evaluated based on the quality and extent of their experience, training, and/or education indicated on their resume and responses to the technical and executive qualifications listed above. Resumes will be evaluated by a rating and ranking panel, and best qualified candidates may be invited to participate in a structured interview. The Executive Resources Board (ERB) will review results and make recommendations on final selections to the approving authority.

In addition to meeting basic qualification requirements, applicants must have substantive experience which provides knowledge of the principles of organization, management and administration; and substantive specialized experience in a type of work or combination of functions directly related to this position.
