As a Construction Analyst, you will be preparing cost estimates with bid level detail for new construction, modernization,  lease construction, renovation, repair and alteration projects.

Duties

Help

  • Prepare or review cost estimates with bid level detail for new construction, modernization, lease construction, renovation, repair and alteration projects and provides expertise and guidance to project managers on cost, pricing, market, and related items.
  • Provides consultation and review services for costs and technical review to design teams to ensure projects are designed within budget.
  • Analyzes market trends and advises leadership and project managers on possible cost implications based on timing of bids in the market conditions.
  • provides oversight and serves as a reviewer, troubleshooter and advisor for regional program managers, project managers, architects, engineers, other estimating personnel, schedulers, subject matter experts, and construction representatives on a diverse range of issues, projects, and concerns.
  • Provides guidance and cost estimate impacts on contract specifications, detailed technical descriptions, construction practices, contract interpretation, for Indefinite Quantity Construction contracts.
  • In collaboration with Central Office policies and procedures, develops and maintain a cost management QC Program Handbook.
  • Oversees the work performed by other's in preparing cost estimates and other associated products to ensure all policies and deliverable requirements are met.
  • Develops, prepares, and analyzes detailed construction schedules for new, repair and alterations prospectus level design and construction projects for the region as needed, including major multi-year projects for new Federal construction involving estimates of hundreds of millions of dollars.
  • Mentors and provides training to project engineers and project managers and construction representatives in effective cost estimating techniques and methods for estimating A/E fees, project budget and detailed estimates.
  • Represents GSA management, as directed, in conferences with A/E consultants and other agencies and GSA divisions concerning estimating matters.
  • Conducts periodic regional networking events for training and implementation of central office policies and programs related to cost management

  • Work is performed primarily in an office setting but there are occasional visits to project sites typified by high noise levels, temperature extremes, adverse weather and uneven, cluttered terrain.  Requires occasional on-site surveys with climbing ladders to high elevated locations, walking over rough construction terrain, crawling through low overhead tunnels, over trenches and scoping inside confined spaces. Site visits require some physical exertion and use of protective safety shoes, hard hat and safety glasses.
  • Work is performed primarily in an office setting but there are occasional visits to project sites typified by high noise levels, temperature extremes, adverse weather and uneven, cluttered terrain.

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. If you are selected for this position you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

The GS-13 salary range starts at $98,496 per year and varies by location

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must demonstrate one year of specialized experience equivalent to the GS-12 in the Federal Service. Specialized experience is the preparation of plans, specifications and estimates of materials and costs for the construction, extension, alteration, or repair of commercial buildings for multi-million dollar government, institutional or commercial projects.

Education

Education cannot be substituted for experience for this position.

  • Ability to accomplish a full range of duties associated with cost estimating complex, multi-year Government building projects.
  • Technical knowledge of construction methods, cost estimating and scheduling principles for the Design and Construction industry.
  • Knowledge and skill to evaluate and incorporate new developments and exercise judgment to solve a variety of complex problems.
  • Skill in coordinating work efforts with other GSA architects and engineers; to exchange information; and to jointly discuss possible resolutions to technical and cost problems
