Help

The Aviation Safety Analyst performs a mixture of routine and multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experience technical specialist. Applies experience and detailed technical knowledge to plan and conduct functional activities for projects/programs to improve organizational effectiveness, efficiency and/or meet strategic objectives. Performs special studies and assists in developing plans, policies, procedures, guidance, resources, and similar documents on operational and administrative matters. Assignments frequently require knowledge and experience working across functional and/or organizational lines.

Applies knowledge of FAA/AVS/AIR policies and objectives to identify, define and organize resources for work assignments and projects/programs/work activities. Typical assignments include supporting management and/or teams leading large projects and or programs such as, Certification, Records Management (RM), Quality Management Systems (QMS), Freedom of Information Act (FOIA), Designee Management, Congressional Inquiries, etc.; defining and developing internal policies and procedures; and predicting potential issues and proposing preventative action. These programs/projects directly affect the efficiency and effectiveness of operations. The incumbent works with manager, project/program manager, team leader, or more experienced professional to resolves problems involving interpretation and application of operational policy, including establishing standards and preparing performance work plans and assessments.

Demonstrate some independence in planning time and using assigned resources to accomplish projects/programs/activities. Initiates and maintains effective communication with all internal and external stakeholders, and builds cooperative, ongoing working relationships to advance the mission of Aircraft Certification Services (AIR).

Contacts are internal and external. Develops and recommends approaches to address current and anticipated problems and issues. Works with management and/or more experienced professionals to solve problems. Refers difficult problems and work issues to a manager or more experienced technical specialist when guidelines are not available. Prepares, reviews, and recommends approval of reports for internal and external distribution on projects, programs, and other work. Performance is reviewed through status reports to ensure policy compliance and alignment with the requirements of projects and/or other work activities. Performs other duties as assigned.

The work activities support the activities of the organizational unit and may affect project/program objectives for the major subdivision and the LOB/SO.

Qualifications

For the FV-H level: You must demonstrate in your application that you possess at least one year of specialized experience at the next lower level (FV-G/GS-5-9). This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience include:

- Experience with the development and execution of programs that improve organizational effectiveness, efficiency, and meet strategic objectives in one or more of the following items: business planning, budget oversight, financial reporting, recruitment, staffing, training, and/or employee outreach and engagement. OR;

- Experience in collecting, compiling and tracking technical and non-technical data for complex administrative procedures using automated management systems and tools; ability to maintain document inventories, repositories and advanced use of computer software applications (e.g., Microsoft Excel, Visio, Report Builder, FAA systems, etc.).

- Experience includes the ability to identify, analyze, and recommend solutions for complex/difficult problems; and the ability to recommend improvements to processes that aid in the effectiveness of the program operations.
