Duties

Help

The incumbent serves as the subject matter in the analysis and evaluation of the effectiveness of organizations programs and operations and the productivity and efficiency of the management. Incumbent provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive.

Incumbent acts as a principal specialist to develop new and innovative approaches, methodologies, and/or techniques or as a team leader to define and direct challenging projects/programs/activities. Has knowledge of a wide variety of budgetary and financial functions associated with all aspects of the budget process, e.g., policy and financial planning, financial systems, review and evaluation of proposed programs, funding levels and funding sources, formulation, justification, presentation, execution, audit, forecasting, and review and evaluation of program implementation. Reviews business cases, cost estimates, and statements of work in order to develop recommendations to the Manager, Director, and Senior Leadership about whether to approve acquisitions, with or without conditions. Monitors contractor's performance, reviews and evaluates contractor's invoices, and reviews and accepts deliverables.

Applies knowledge of FAA's policies and objectives to identify, define and organize resources for large projects/programs/work activities. Leads team to accomplish activities within established schedules and budgetary requirements. Applies expert knowledge of qualitative and quantitative methods, techniques and concepts to require the development of new and innovative approaches. Conduct organizational studies and evaluations, design systems and procedures, conduct measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively and to aid in management decision making.

Provides guidance to less-experienced professionals. Identifies problems and predicts potential issues and proposes preventive actions. Develops and recommends approaches to address current and anticipated problems and issues. Works with senior management to identify and resolve problems.

Provides contractual and financial management expertise primarily associated with Operations and Facilities and Equipment (F&E) appropriations; developing and tracking AJR commitments, reconciliations, obligations and expenditures; supporting future business planning activities; and monitoring program performance. Provides advice and recommendations on complex acquisition cost estimates and statements of work.

Contacts are internal and external. Often represents the contracts and financial manager as a principal point of contact to provide advice and guidance on the applications of FAA financial policies and procedures. Collaborates and communicates effectively with others across lines of business, supporting task groups of line and staff professionals, and manages multiple tasks and projects simultaneously in a fast paced, results-oriented environment.

Work typically is reviewed only at completion for success in achieving planned results, that has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or work activities.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-I or FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE is defined as:

Experience analyzing and evaluating data, documenting findings and preparing recommendations for the implementation of new systems, procedures, or organizational changes.
