As a Program Analyst assigned to Overseas Contingency Operations, you will perform the following responsibilities:

  • Plan, research, conduct field work, and draft advisories, formal OIG correspondence, and/or feature reports on time-sensitive, cross-cutting oversight issues relating to foreign assistance programs and activities, ensuring that all products comply with statutory, Federal, and OIG standards.
  • Support the development and coordination of oversight plans and priorities to drive efforts across the OIG, in consultation with the Counselor and other OIG senior leaders.
  • Monitor and report on significant developments, emerging issues, and trends in foreign assistance to inform oversight work. In connection with the above, attend relevant conferences, Congressional hearings, and meetings on related matters and monitor official government, media, and public reporting, and conduct outreach with agency staff and leadership, attend agency briefings, and monitor agency communications and policy development efforts.
  • Identify areas to promote oversight activities and highlight opportunities for increased external engagement. Advance external communications aims by working with others to develop communications initiatives and support them through the preparation and dissemination of talking points and other resources and materials.
  • Coordinate and support the development and implementation of external OIG engagement plans. Identify gaps in and opportunities for strategic engagement, and coordinate with OIG field and headquarters personnel to advance and support them.

Qualifications

To qualify for the GS-12 grade level, you must have one year of specialized experience at the GS-11 level in the Federal service or equivalent. Specialized experience is defined as: 1) Conducting open source research, supporting interviews, monitoring emerging issues and developments, and supporting the development of independent reports to Congress and other stakeholders; 2) Supporting collaboration with internal and external stakeholders, attending agency and interagency briefings, and monitoring agency communications and policies; and 3) Conducting research and analysis to support the coordination of program oversight priorities.

To qualify for the GS-13 grade level, you must have one year of specialized experience at the GS-12 level in the Federal service or equivalent. Specialized experience is defined as:(1) Using qualitative and quantitative methods and techniques to conduct open source research and interviews, interpret emerging issues and developments, and develop independent reports to Congress and other stakeholders; (2) Researching, analyzing and presenting information to senior leaders via briefings and reports; and (3) Monitoring official government, media and public reporting for topics of program interest to inform program oversight work.

Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
