The Division of Business Transformation and Product Management (DBTPM) works to identify business process improvements and develops product strategy, roadmaps and requirements to successfully implement solutions in alignment with agency priorities and operating plans to facilitate execution of the Administrator's goals.

Help

As Director, Division of Business Transformation and Production Management duties include but are not limited to the following:

  • Perform leadership, managerial and supervisory assignments and exercises delegated authority to oversee the overall planning, direction, and timely execution of activities performed by the division.
  • Supervise staff and works to ensure individual performance is aligned with the agency's mission and objectives.
  • Facilitate cooperation and motivates individual staff members to accomplish organizational goals.
  • Lead efforts to identify and prioritize project requirements with complex policy, data and technology considerations, coordinating input from a cross-functional agency team, navigating the varied perspectives and competing needs of stakeholders, and developing options and recommendations for improved business processes to drive decision-making by agency leadership.
  • Fosters an environment to develop new insights into situations and applies innovative solutions to make organizational improvements; creates a work environment that encourages creative thinking and innovation; designs and implements new or cutting-edge programs/processes.
  • Represent agency business interests in collaboration with OCIO related to the planning and implementation of IT strategy and modernization, including identifying impacts to agency policy and procedures, establishing current and future business process workflows and feature requirements, and directly collaborating with IT developers and business analysts to translate agency business requirements into actionable technical tasks.
  • Advise the Administrator, AO Director, Executive Review Board and other WHD
  • Leadership on such matters as short- and long-range IT planning, IT policy and resources required to develop products and major enhancements to established systems.
  • Establish portfolio management tools and measurement tools to support decision making by agency leaders about whether to initiate, continue, or close projects.

Qualifying specialized experience for Director, Division of Business Transformation and Product Management includes:

Applicants must have one year of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service performing the following types of tasks:

  • Experience conducting studies of work processes in various organizations to identify, analyze, and recommend solutions to problems or to develop planning guidance.
  • Experience establishing business process workflows and collaborating with IT developers and business analysts to translate agency business requirements into actionable technical tasks.
  • Experience advising executive leadership on short and long range IT planning, IT policy and resources required to develop products and major enhancements to established systems.
  • Experience overseeing portfolio management to ensure that a developing project aligns with the agency's priorities.
  • Experience communicating highly complex technical material and issues that may have controversial findings, using language appropriate to personnel facilitating the formulation of a decision.
  • Experience preparing material complicated by short deadlines and limited information.

Applicants must meet the eligibility requirements of time-in-grade (52 weeks at the GS-14), time-after-competitive-appointment (90 days), and minimum requirements/specialized experience (52 weeks equivalent to the next lower grade in federal service). These requirements must be met within 30 days of the announcement closing date of 06/13/2023.

It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Supervisory Financial Disclosure: This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest(s) and your prospective position with DOL. This information will be required annually.
