Duties

Help
  • Serve as a national technical and subject matter expert to provide broad guidance regarding climate science and climate resilience and adaptation to the Institute for Water Research programs and assigned Communities of Practice (CoPs).
  • Provide technical advice in a highly specialized field to senior subject matter experts and agency officials both within and external to USACE.
  • Identify scientific research needs and existing science relevant to organizational missions and programs to support operational objectives.
  • Utilize complex scientific research to develop, extract, and interpret findings from structured and unstructured data sets, analysis, government reports, peer reviewed research and other sources.
  • Develop operating plans and justifications for personnel, funds, and allocation adjustments to accomplish program missions.
  • Utilize professional knowledge of climate science and resilience to construct new processes for modeling, interpreting, and reporting quantitative and/or qualitative information, trends, relationships, and correlations among or within data sets.
  • Author technical studies or peer reviewed papers to support climate science and resilience techniques.
  • Advise unit and organizational management on complex, controversial, and/or significant issues involving assigned technical and scientific subjects often resulting in agency guidance, procedures, or policy recommendations.
  • Lead organization in the development and application of actionable science and practices related to climate, extreme weather, resilience, and adaptation engineering.
  • Collaborate with other Department of Defense units, other federal agencies, local governments, and other relevant organizations to develop and advance guidance, recommendations, and scientific findings.
  • Maintain productive relationships within agency at all levels and with external governmental and non-governmental organizations to advise, stimulate mutual exchange, and promote agency priorities.
  • Utilize professional knowledge of climate science and resilience to construct new processes for modeling, interpreting, and reporting quantitative and/or qualitative information, trends, relationships, and correlations among or within data sets.
  • Manage program projects and resources, including monitoring and inspecting costs and work to align with organizational goals.
  • Develop operating plans and justifications for projects, including team leadership, personnel, funds, and allocation adjustments to accomplish program missions.
  • Coordinating work on contracts or performed via interagency agreement to accomplish program objectives.

Specialized Experience for the GS-14: One year of specialized experience which includes providing authoritative interpretations of organizational and Federal policies regarding climate science, climate preparedness and resilience, and climate adaptation to direct programmatic operations; utilizing climate and water resources data, information, and/or studies to integrate into and revise organizational policies, procedures, and projects; and developing guidance and technical standards for climate preparedness, resilience, and adaptation techniques to optimally obtain data, information, and research. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Specialized Experience for the GS-15: One year of specialized experience which includes producing expert advice regarding climate science and climate adaptation to internal and external staff and agencies of all levels to provide findings, strategies, data, and information; identifying climate information to address climate preparedness and resilience engineering policy and implement guidance; representing organization or technical subject matter with high ranking officials from national or international external organizations; and leading in the application of professional knowledge to identify methods, processes, algorithms, tools, and systems to extract and interpret findings from varied structured and unstructured data set. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
