Duties

Help

As the HR Director, plans, coordinates, directs and evaluates the work of complex resource management programs relating to compensation, recruitment and placement. Oversees staffing activity to ensure compliance with hiring timelines. Directs the Human Resource Services work in assigned region/center, and responsible for performing management/oversight of fiscal and administrative approvals for assigned region/center to include purchases, asset inventory, supplies, space management, file and records retention, and as approving official for PIV, AIT, PRISM, and US Bank requests. Serves as the primary AHR management official and representative on matters involving internal and external stakeholders.

As the HR Director, integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments (program, budget, etc.) for a major organization.

Typical duties associated with this role include the following:

  • Serves as the senior point of contact for customer service and relations for the human resources program, and primary representative on Regional/Center Management Team meetings and activities for local region/center.
  • Provides leadership in managing and overseeing the work of subordinate staff in complex multi­functional HR functions including: compensation, classification, recruitment and placement and staffing.
  • Serves on national projects and programs contributing to national human resource policy development and shifts in program direction and priorities.
  • Provides exert advice and solutions on extremely complicated, complex or non-standard problems such as reduction in workforce, reorganizations and other functional areas managed or overseen.
  • Develops new and innovative approaches to the human resource work processes. Fully supports FAA and Office of Human Resource Management goals and objectives.
  • Ensures standard operating procedures for the HRMOs are fully implemented and customer service level agreement goals are achieved by region/center in areas of responsibility.
  • Serves as primary emergency management representative for AHR for local region/center.
  • Serves as the final AHR reviewing official for all settlement agreements to ensure terms are accurate and executable.
  • Serves as primary AHR point-of-contact for reviewing and providing compliance report memorandums for execution of agency settlement agreements on behalf of assigned region/center.
  • Serves as primary AHR point-of-contact for local region site visits/check-ins by AHR senior leadership or other organizations.
  • Manages coordination of consolidated responses to Requests for Information (RFI) EEO and other external inquiries.
  • Oversees and coordinates responsive documents for internal and external audits, reviews, inquiries, and investigations, and meetings with audit/oversight officials.
  • Collaborates with other AHR functions (i.e.., policy, Labor and Employee Relations (LER), Benefits Operation Center (BOC), Compensation, corporate recruitment, executive resources) to coordinate cross-organizational work and support cross-organizational initiatives impacting the region/center.

To qualify for this position, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to the FV-J, FG/GS-14 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

SPECIALIZED EXPERIENCE includes Managing a Human Resource Management office or program; developing and/or participating in the development of HR policies and procedures; leading or overseeing the work of lower-graded staff or teams performing human resource functions and customer service (recruitment, placement/staffing, processing personnel actions, pay-setting, and HR systems); and overseeing human resources programs and operations to ensure compliance with HR policies and Federal regulations.
