Summary

This position is located in the Department of Defense, Office of the Inspector General (DoD OIG), Office of the Deputy Inspector General for Overseas Contingency Operations (ODIG OCO). The incumbent serves as project leader responsible for providing expert level research, analysis, counsel, guidance and recommendations to senior level officials on the full range of OIG initiatives, programs, activities related to an overseas operation and the regional influences of assigned areas.

Duties

Help
  • Develop long-range plans, goals, objectives and performance measures to ensure that initiatives at overseas locations are effectively integrated and unified and that the management infrastructure in country fully supports program execution.
  • Provide expert advice to leadership on overseas program operations.
  • Responsible for analysis and evaluation of program operations at multiple overseas locations; performs or leads program analyses and reviews.
  • Analyze trends, problems, and deficiencies, develops and implements short and long-term solutions, preventive measures and corrective action.
  • Establish and maintain liaison with organization officials, onsite agencies and stakeholders as needed for management and support of organizational activities.
  • Provide oversight, coordination of operations and instruction to teams overseas.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment, and is subject to random drug testing for the duration of service with DoD OIG.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: experience in analyzing and developing program plans for an agency; using quantitative and qualitative analytical techniques to determine the effectiveness and efficiency of an organization's operation. Resumes must also demonstrate experience in preparing reports; leading organizational projects, and briefing senior leadership on operational discrepancies and solutions to those discrepancies.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Additional information

  • The incumbent may serve as the senior OIG representative performing higher level duties involving the military, diplomatic, and humanitarian components at an overseas location. May also be responsible for representing OIG interests to senior DoD members and other Federal Offices.
  • Incumbent will be required to serve a one-year probationary period.
