Summary

As a Program Analyst you will: Serve as a senior program analyst to top regional management and is responsible for providing expert analysis on a variety of subject matter Initiating and/or leading projects involving the evaluation of regional programs/operations.


Location of position:
PBS Region 9, 50 United Nations Plaza, San Francisco, Los Angeles, or San Diego, CA.

Duties

Help

  • Serves as the technical advisor for assigned program activities, obtaining appropriate resources to facilitate accomplishment of objectives. Plans and/or directs complex projects requiring evaluation and identification of a variety of operational problems, evaluating alternative solutions and recommending appropriate action.
  • Conducts complex analytical studies that are of special interest to specific functional activities or programs, and participates in unusual, controversial and sometimes highly sensitive aspects of the program. Reviews, evaluates, and monitors the progress of regional program areas in accomplishing objectives by appraising performance, progress, program status and trends against approved objectives and program goals andschedules.
  • Designs and undertakes comprehensive management studies, initiatives, or data-gathering efforts, where the boundaries of the studies are extremely broad and difficult to determine in advance, i.e. the actual limits of the project are develops as the study proceeds. Studies are typically designed to provide information that will assist management in controlling the GSA's diverse program areas, affects program delivery, and identify actual or potential problem areas impacting program operations.
  • Prepares and/or conducts briefings for higher level management to explain the specific analysis of subject matter, as well as to provide recommendations or action plans and provide guidance and/or direction for implementation. Makes recommendations for the development or modification of program objectives and resource utilization to achieve the established goals, and to improve the performance of operating programs.

The GS-13 salary range in San Francisco, CA starts at $115,928 per year.  

The GS-13 salary range in Los Angeles, CA starts at $108,513 per year.  

The GS-13 salary range in San Diego, CA starts at $106,287 per year.  

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience analyzing and measuring the effectiveness, efficiency and productivity of administrative or technical programs; conducting studies, analyzing findings and making recommendations on substantive programs; identifying or developing metrics to measure success of initiatives and using quantitative and qualitative data to determine if success has been met.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Mastery of program analysis, management and evaluation methodologies, including the organizational theories and research principles necessary to perform broad, far-reaching, studies impacting operations. Expertknowledge of qualitative and quantitative techniques to analyze the effectiveness and efficiency of assigned programs, specifically management objectives and issues relevant to organizational goals.
  • In-depth knowledge of organization, programs, mission and functions in order to apply analytical and evaluative methods to issues concerning the efficiency and effectiveness or programs or functions.
  • Ability to identify problem areas, conduct extensive research, evaluate complex technical data, and make decisions or recommendations of a highly critical nature.
  • Skill in interpersonal relations and in written and oral communications required to explain and negotiate requirements and/or implementation of program initiatives; ability to present findings and conduct formalmeetings in a concise and professional manner.
