The selectee will serve as the Chief Communications Officer (CCO) and will report to the Deputy Undersecretary (DUS).

Major duties for this position include but are not limited to, the following:

  • Develops and implements the ILAB communications strategy, including domestic and international mediums (print, online, social media, podcasts, etc.) to advance ILAB’s communications goals.
  • Responsible for developing, implementing, and managing a proactive media relations strategy in close coordination with the Department of Labor's Office of Public Affairs (OPA), so that ILAB can be proactive in communicating success stories and accomplishments, influencing policy debate, and disseminating research findings.
  • Establishes and maintains communications with key reporters, editorial writers, and other influencers on global labor rights topics.
  • Provides speech writing and other communications support for the DUS's participation in external events and advice to ILAB leadership to ensure that external engagements advance ILAB’s communications goals.

Qualifications

Applicants must have 52 weeks of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private sector performing work related to communications support with thorough understanding of management principles, organizational theory, and qualitative and quantitative techniques of analysis and evaluation to measure the efficiency, effectiveness, and productivity of an agency-wide and/or organization-wide communication program. Experience applying expert knowledge in strategic communications development, management, and implementation to ensure proactive media relations (e.g., communicating success stories and accomplishments, influencing policy debate, and disseminating research findings). In addition, experience reviewing and approving communications materials, including press releases; media advisories; op-eds; talking points; pitches; newsletters; letters-to-the-editor, and/or speeches.

Education

There is no educational substitution at the GS-15 grade level.
