In this position, you will serve as a Management and Program Analyst-Program Strategist with ISD's Interagency Security Committee (ISC). The Interagency Security Committee (ISC) is responsible for enhancing the quality and effectiveness of security in and protection of federal buildings and facilities in the U.S. The professional selected for this role will be responsible for intergovernmental affairs, initiating and managing external engagements to include membership meetings, conducting program analysis and initiating process improvement projects. Typical work assignments include:

  • Serving as an expert analyst in the assessment and improvement of strategic planning efforts and alignment of priorities and goals;
  • Providing project management skills to successfully direct and support a wide array of initiatives by providing guidance to teammates and colleagues;
  • Directing the capture, reporting, and analysis of statistical data;
  • Representing the organization by speaking at working groups, external conferences and briefings, interagency meetings, and other forums;
  • Assessing program effectiveness or the improvement of complex program and management processes and systems encompassing difficult and diverse functions;
  • Building and fostering long standing relationships with Federal partners and the critical infrastructure community;
  • Developing presentations and briefs senior executives and security administrators, Federal agency program officials, state and local jurisdiction representatives and private sector officials.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience necessary as noted below.

Specialized Experience for GS-13: You may qualify for the GS-13 grade level if you possess one year of specialized experience at the GS-12 grade level performing the following duties:

  1. Conducting and analyzing studies concerning the efficiency and effectiveness of program operations, and management projects;
  2. Executing and implementing recommendations to improve organizational efficiencies;
  3. Representing an organization at varied working groups, external conferences and briefings, interagency meetings, and other forums;
  4. Developing and providing presentations and briefings for varied stakeholders including senior executives, administrators, agency program officials, state and local jurisdiction representative and private sector officials.
NOTE: Your resume must support your responses to the online questionnaire, the qualification and time-in-grade requirements. Failure to do so will result in an ineligible rating.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).

Time After Competitive Appointment: By the closing date specified in this job announcement, current Federal civilian employees must wait at least 90 days after their latest non-temporary appointment from a competitive service referral certificate before promotion, transfer, reinstatement, reassignment, or detail.
