Duties

Help

As a Deputy Director over the Financial Management Portfolio (FMP) within the Program Support Center (PSC), the incumbent will oversee all organizational responsibilities, with specific emphasis on the PSC's finance and accounting policies and procedures, internal controls, and system requirements for PSC's financial management systems.

The duties and responsibilities of this position include:

  • Manages accounting and financial operating functions, ensuring compliance with all government accounting procedures, policies, regulations, and laws.
  • Develops and maintains an integrated agency accounting and financial management system, including financial reporting system.
  • Provides complete, reliable, consistent, and timely financial information which is prepared on uniform basis and is responsive to the financial information needs of agency management.
  • Manages and oversees the development of corrective action plans to correct deficiencies found in financial audits.
  • Cooperating with staff in formulating short- and long-range program plans and objectives.

Qualifications

Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below.

Basic Requirement: You must meet one of the items listed below (A, or B):
A. Possess a degree accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (Must submit transcripts)
B. Possess a combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Specialized Experience:
GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below:
  • Overseeing financial management and accounting programs for an organization;
  • Developing financial and/or accounting policies for financial management systems;
  • Developing corrective action plans to ensure compliance with all government accounting laws;
  • Advising leadership officials in the planning, programming, and operations of the organization

If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
