Duties

Help

This position is located in an assigned operating unit of the Examination Branch, Market Participants
Division (MPD). The incumbent serves as an auditor and will participate in the execution of oversight
and examination of swap dealers, major swap participants, futures intermediaries and other registrants,
and futures self-regulatory organizations including a registered futures association, to assess and to
monitor then-compliance with requirements of the Commodity Exchange Act (Act) and the Commission's
regulations.

  • Plans, coordinates and conducts ongoing risk surveillance activities of swap dealers, major swaps participants, futures commission merchants and retail foreign exchange dealers.
  • Develops and maintains watch list of swap dealers, major swaps participants, futures commission merchants and retail foreign exchange dealers.
  • Participates in evaluation of swap dealers and major swaps participants global trading, risk management processes, financial reporting systems and internal control environment swaps dealers.
  • Participates on rule writing committees for development of Commission regulations promulgated in accordance with the Dodd-Frank Wall Street Reform and Consumer Protection Act.
  • Plans, coordinates and conducts risk-based oversight and examination of swap dealers, major swaps participants, futures commission merchants and retail foreign exchange dealers, and other categories of registrants subject to Commission regulatory authority.
  • Plans, coordinates and conducts oversight and examination of self-regulatory organizations (SROs), including the National Futures Association, a registered future association.
  • Reviews and investigates notices received from registrants, SROs and public accountants relating to financial and recordkeeping deficiencies.

You will be evaluated on the basis of your level of competency (knowledge, skills and abilities) in the following areas:

  • Knowledge in auditing and/or accounting theory, concepts, practices, and procedures to evaluate financial information, draw conclusions and/or develop sound recommendations pertaining to areas such as regulatory compliance, internal controls, financial reporting, etc.
  • Professional level knowledge of the Commodity Exchange Act and/or related regulatory frameworks to evaluate registrant compliance and develop sound products and conclusions.
  • Professional level knowledge of swaps and/or commodity futures trading practices and procedures to perform financial oversight and associated examination programs for a wide range of registrations (e.g., futures commission merchants, swap dealers, self-regulating organizations SROs), etc.).
  • Ability to develop high quality written and analytical products.
  • Skill in oral communication in order to successfully engage with a variety of internal and external stakeholders.  

Qualifications

BASIC REQUIREMENTS:

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

Combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. 1.Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Specialized Experience:  In addition to these basic requirements, one year of specialized experience at least equivalent to the next lower grade level in the Federal service is required.

CT-11: Applicant must have at least one year of specialized experience equivalent to at least the CT-9 level in the Federal service. Specialized experience for this position includes professional knowledge of accounting concepts, principles, and methods such as:

  • evaluating financial and industry data and its effects on Futures Commission Merchants (FCMs), Swap Dealers, other market participants and the industry;
  • applying financial and risk analysis techniques and methods to assess actual and potential impact on financial industry entities, the financial condition of commodity derivatives or related markets;

CT-12: Applicant must have at least one year of specialized experience equivalent to at least the CT-11 level in the Federal service. Specialized experience for this position includes professional knowledge of accounting concepts, principles, and methods sufficient to work independently using conventional procedures and practices that apply to most situations, such as:

  • evaluating financial and industry data and its effects on FCMs, Swap Dealers, other market participants and the industry;
  • applying financial and risk analysis techniques and methods to assess actual and potential impact on financial industry entities, the financial condition of commodity derivatives or related markets;
  • presenting findings and recommendations relating to examinations, financial analysis and risk management activities

CT-13: Applicant must have at least one year of specialized experience equivalent to at least the CT-12 level in the Federal service. Specialized experience is experience acquired in performing accounting or other back office support for financial intermediaries, including futures, swaps, or securities intermediaries, or participating in or conducting audits and examinations of futures or securities self-regulatory organizations, futures, swaps, and securities intermediaries, or other futures, swaps, or securities market participants.

  • evaluating financial and industry data and its effects on FCMs, Swap Dealers, other market participants and the industry;
  • applying financial and risk analysis techniques and methods to assess actual and potential impact on financial industry entities, the financial condition of commodity derivatives or related markets;
  • experience presenting findings and recommendations relating to examinations, financial analysis and risk management activities
  • leading development of financial review products and recommendations and presenting findings to management.

Relocation: Relocation expenses will not be paid.
