Duties

Help

As a Biologist your duties will include but are not limited to the following:

  • Serves in a technical staff assistance capacity for management of an invasive species program on a wide range of taxonomies, with an emphasis on invasive mammals on islands.
  • Serves as the subject matter expert for the Alaska Region of the U.S. Fish and Wildlife Service for matters related to the management of invasive species on islands and for matters related to invasive mammal populations
  • Conducts site visits and studies as necessary to document pre- and post-restoration conditions and services provided.
  • Develops and/or reviews project study and investigation plans to ensure validity of project design, statistical rigor, and scientific merit. Assesses, develops, and analyzes project results, and guides the development of research and information gathering. Provides technical assistance on the design, implementation, analysis, and reporting of field projects. Provides written recommendations to project leaders, technical project leads, and key partners.
  • Designs, plans, and manages a wide variety of assessments or inspections involving invasive species pathways, management, and pesticide use while applying sound integrated pest management principles. Examples include assessing the presence and distribution of invasive mammals on islands, developing and implementing eradication efforts, providing information for environmental assessments and environmental impact statements, or the development and implementation of post-treatment monitoring plans to determine the effectiveness of management actions.
  • Participates in regional and local level outreach and education efforts on invasive species (e.g., biosecurity, identification, reporting) issues by facilitating partnerships and information transfer among non-governmental organizations (NGO's), private groups, and government agencies. Writes educational and outreach material for trainings, meetings and peer-reviewed journals and give oral presentations at appropriate meetings.
  • Independently coordinates activities with involved agencies, researchers, and other stakeholders, including state and county officials, Alaska Native Tribes, special interest groups, and or/ private organizations to identify and resolve technical and administrative issues of local and regional significance.
Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-11. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level o GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

Only experience and education obtained by 06/01/2023 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:

  1. Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
  2. Possess a combination of education and experience--courses equivalent to a major, as shown in "A" above, plus appropriate experience or additional education. To combine education and experience, first take the number of semester hours (or equivalent) earned towards your degree and divide by 120 semester hours (or equivalent). To determine the percentage of qualifying experience, divide the total number of months of acceptable specialized experience by 12 months. Add your percentages of education and experience together. The two percentages must total at least 100%.
Minimum Qualification [GS-11]
  1. One year of specialized experience comparable in scope and responsibility equivalent to grade GS-09 in the Federal service. Specialized experience may include: 1) assisted a representative working in consultation with federal, state, tribal, and non-government officials (NGOs) to coordinate activities of moderate complexity between diverse organizations, develop and apply integrated pest management techniques, prepare reports of results of projects on invasive species management actions; 2) assisted in preparing briefing materials or position papers and participated in outreach and education efforts on invasive species by facilitating partnerships and information transfer between partners; 3) provided support in environmental assessments, implementing regulations and policies related to natural resource concerns (e.g., National Invasive Species Act, National Environmental Policy Act, Endangered Species Act, etc.), developing investigation/operational plans and project budgets, and strategic planning to ensure implementation of consistent, accurate, and appropriate invasive species management guidance and processes; 4) assisted in competitive grants which involves reviewing and writing grant proposals, providing quality information to on-line reporting systems; and, 5) supporting the work of invasive species professionals engaged in a range of projects and studies related to the conservation of ecosystems to ensure the achievement of project objectives. OR
  2. Possess 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in the biological sciences, natural resource management, or a closely related field which provided me with the knowledge, skills, and abilities to perform the duties of this position.. OR
  3. A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement
Minimum Qualification [GS-12]: Have one year of specialized experience equivalent to the GS-11 grade level in the Federal service (obtained in the public or private sectors). Specialized experience may include: 1) served as a representative working in consultation with federal, state, tribal, and non-government officials (NGOs) to coordinate activities between diverse, develop and apply integrated pest management techniques, prepare reports of results of projects on invasive species management actions; utilize structured decision making principles; 2) prepare briefing materials or position papers and participate in outreach and education efforts on invasive species by facilitating partnerships and information transfer between partners; 3) led or co-led environmental assessments, implementing regulations and policies related to natural resource concerns (e.g., National Invasive Species Act, National Environmental Policy Act, Endangered Species Act, etc.), developing investigation/operational plans and project budgets, and strategic planning to ensure implementation of consistent, accurate, and appropriate invasive species management guidance and processes; 4) works on competitive grants which involves reviewing and writing grant proposals, managing financial assistance awards for external partners, and providing quality information to on-line reporting systems; and, 5) leading or supervising the work of invasive species professionals engaged in a range of projects and studies related to the conservation of ecosystems to ensure the achievement of project objectives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Telework: This position is suitable for telework and may be allowed to telework with supervisory approval. For teleworkers, their official duty station is the agency worksite (Alaska Maritime National Wildlife Refuge headquarters in Homer, Alaska) as they are expected to report to the regular worksite at least twice a pay period.
