This position is in the Foreign Assistance Division, Office of Acquisitions Policy, Office of the Procurement Executive, Bureau of Administration (A/OPE/AP/FA), in the U.S. Department of State (DOS). OPE utilizes its professional staff of Contracting and Grants Officers to provide Department-wide leadership for the full range of acquisitions and grants management services provided to DOS’ worldwide customers.

Duties

Help
  • Conducts grants management and Federal assistance research in Federal laws and regulations and consults with the Office of the Legal Advisor in responding to inquiries regarding these matters.
  • Develops, drafts, vets, and implements standardized grants management procedures for inclusion in the department's policies and procedures.
  • Monitors Bureaus and embassies administration and oversight of Federal assistance awards to ensure appropriate application of the governing policies and up to date management of Federal assistance files in their organizations.
  • Develops and prepares training materials and plans, coordinates, and conducts training classes in Federal Assistance Management and Bureau and embassy-specific assistance training.
  • Provides authoritative policy advice and guidance to Grants Officers and Grants Officers representatives in the Department and as necessary in other Federal agencies.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-14 must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience analyzing and implementing policy updates and standardized grants management procedures.
  • Experience providing training for federal assistance personnel and developing in instructional resources for the programs.
  • Experience reviewing the adequacy of federal assistance policies and procedures used to prepare, process, issue, and track Federal Assistance awards.
  • Experience developing, reviewing, and evaluating the impact of new statutes and regulations.

  • Knowledge of laws, regulations, policies and procedures pertaining to grants program.
