Duties

Help

  • Interpret IT security policies, directives and guidance from Congress, Office of Management and Budget (OMB), National Institute of Standards and Technology (NIST), and the Department of Homeland Security (DHS) and develop information system implementation procedures, processes, standards, and guidance.
  • Support NIST Risk Management Framework (RMF) Assessment & Authorization (A&A) activities and continuously monitor Federal Information Security Management Act (FISMA) compliance status to provide timely detection and remediation of non-compliance issues.
  • Support the advancement of Reclamation's cybersecurity program through development and application of state-of-the-art tools and processes to improve cybersecurity compliance and reduce risk for information systems.
  • Assist Information System Security Officers (ISSO)s with cybersecurity Continuous Monitoring activities to include creating and maintaining Plans of Action and Milestones (POA&Ms) and completing Weakness Completion Verification Forms (WCVFs).
  • Create training materials for Information System Security Officers and Managers on a variety of cybersecurity topics, to include implementing the Risk Management Framework and developing System Security Plans, following NIST, Department of the Interior and Reclamation specific requirements.

Qualifications

To be eligible for the position, you must meet the Basic Requirement for the position of IT Specialist. Individuals must have IT-related experience demonstrating each of the four competencies listed below.

To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience which must include:
  • Experience evaluating information system security features against the requirements in NIST SP 800-53 and NIST SP 800-82, following the NIST SP 800-37 Risk Management Framework approach, and recommending changes to improve the security of information systems.
  • Experience with risk management that includes evaluating Plan of Actions and Milestones (POA&M) and reviewing evidence submitted for closure to determine if remediation actions have satisfied the intent of the associated security control.
  • Experience interpreting and/or applying risk management policies and guidance from OMB, NIST, DHS, BOR, and other Federal Government agencies and developing related training materials that are appropriate for the intended audience.
  • Experience developing and implementing innovative solutions to increase the efficiency of cybersecurity compliance and improve the cybersecurity program.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.
