Duties

Help

Performs multiple, varying and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced technical specialist. Acts as principal technical specialist or as a project manager or team leader for large work activities. Responsible for gathering and validating the requirements for the establishment and/or sustainment of all NAS facilities, staffed and unstaffed, meeting milestones and deadlines within the team based on supervisor instructions, and provides recommendations for improvement and cost savings.

Applies experience and comprehensive technical knowledge of a wide range of methods to gather, analyze, and evaluate information on program, systemic, and specific initiative issues and the impact of technological, procedural, financial, and managerial considerations. Supports the prioritization of NAS needs and communicates them to the program offices for funding consideration while considering the objectives and goals of the ATO. Conducts research, facility condition index reviews, and white papers/limited business case studies as required in developing the proper requirements statements, utilizing experience and comprehensive technical knowledge.

Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules. Assures production and accuracy requirements are met. Develops plans, techniques, and policies to address current or anticipated problems and issues. Provides substantial client coordination and interface with other offices and members of the Service Center, using understanding of how his/her technical area interacts with other disciplines.

Contacts are internal and external. May represent the FAA as a senior technical point of contact on projects, programs and other work activities. Communicates results to all levels internally (within an LOB/SO or across LOB's/SO's) and externally. Presents briefings to obtain consensus/approval on policies. Coordinates significant technical matters with representatives of external organizations.

Broad policies and objectives provide general guidance for addressing issues but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Works with management to solve problems. Work is reviewed rarely, through status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity.

Qualifications

Candidates must have one year (52 weeks) of specialized experience equivalent to the next lower level (FV-I or FG/GS-13) that is typically in or related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform in this position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized Experience

- Experience which demonstrates understanding the purpose, function and interrelationships of: FAA and Air Traffic Organization (ATO) organizational components, functions and operations; and FAA and ATO priorities, plans, procedures and policies. In addition, specialized experience includes experience in a military or civilian air traffic facility that has provided applicants with a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations.
