Duties

Help

The Assistant Inspector General for Audit serves as a member of the Inspector General's leadership team and is responsible for providing leadership and direction to the OIG's audit activities. This entails management of a full range of federal audits, inspections and reviews addressing the financial, administrative and programmatic operations of NSF and its awardees in order to assist managers at the Foundation and funded organizations improve internal controls and business practices, manage program risks at an early stage, and better achieve research and education goals. The objective of the audits, inspections and reviews can include assessing the adequacy of internal controls, compliance with laws and regulations, and the efficiency and/or effectiveness of program performance. The incumbent reports to the Inspector General.

More specifically, the Assistant Inspector General for Audit:

  • Coordinates with the Office of Investigations group within OIG and directs audit services necessary to support the successful completion of integrity activities.
  • Directs and oversees the preparation of the Office of Audit's section of the Inspector General's Semiannual Report to Congress.
  • Prepares an Annual Audit Plan. This involves broad knowledge of NSF programs, activities, policies, and procedures and their associated programmatic and financial risks and challenges. Requires an ongoing knowledge and understanding of current Administration and Congressional initiatives, interests, and concerns along with technical knowledge of federal audit standards and processes under Government Auditing Standards.
  • Establishes networks and partnerships with OIG's stakeholders and customers through effective contact, discussion, and feedback between OIG and NSF's management, the National Science Board, Office of Management and Budget, and Congressional Oversight Committees.
  • Establishes and maintains relationships with other Offices of Inspector General and with audit professional associations, such as the Council of the Inspectors General for Integrity and Efficiency (CIGIE), the American Institute of Certified Public Accountants (AI CPA), the Institute of Internal Auditors (IIA), and the Association of Government Accountants (AGA). Also maintains contacts with the grantee, cooperative agreement and contractor community supported by NSF.
  • As requested, represents the Inspector General at meetings, both within and outside NSF.

Qualifications

EXECUTIVE CORE QUALIFICATIONS (ECQs): Unless you are currently under a career SES appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. If you fail to do so, you will be rated as "ineligible."

1. Leading Change. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent in this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

2. Leading People. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent in this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

3. Results-Driven Leadership. This core qualification involves the ability to meet organizational goals and customer expectations. Inherent in this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

4. Business Acumen. This core qualification involves the ability to manage human, financial, and information resources strategically.

5. Building Coalitions. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, non-profit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the MTQs for this vacancy. You must address each MTQ qualification separately.

1. Demonstrated ability to supervise, mentor, motivate, and appraise subordinate staff, highlighting the ability to manage a hybrid, multi-generational workforce.

2. Demonstrated experience building respectful, independent relationships with agency officials, congressional staff, auditees and other stakeholders; coordinating work strategies with those groups; and representing the organization and communicating its work to key individuals and groups outside the immediate work unit.

3. Demonstrated skill in managing a comprehensive and complex audit and oversight function for a multi-billion-dollar organization, including the ability to think analytically and strategically, identify and assess risk within the organization, and prepare long-range and annual audit plans.

4. Comprehensive knowledge of practices, procedures, and standards for conducting Federal audits, inspections and reviews; demonstrated ability to exercise firmness, fairness, integrity, and independence in the audit and audit resolution process; and demonstrated ability to plan and oversee audits, inspections and reviews utilizing data analytics and other advanced auditing techniques.

When responding to the MTQ and ECQ qualifications, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs and MTQs.

Your examples should be clear and emphasize your level of responsibilities, scope, and complexity of the programs managed and program accomplishments with results of your actions, policy initiatives and level of contacts.

Applicants who do not provide narrative statements addressing both the ECQs and MTQs will be rated as ineligible.

Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive Core Qualifications (ECQ); but a narrative statement for each of the Mandatory Technical Qualifications (MTQ) is required.

Additional information

The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service. Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system. Competitive status is not required, veteran's preference does not apply and there are no grade restrictions.

Federal Appropriations Law requires that Non-Citizens meet certain eligibility criteria to be considered.
