  • Duties are listed at the full performance level.
  • Maintains a working knowledge of current environmental laws, regulations, and policies and applies those laws, regulations, and policies to advise and lead unit interdisciplinary teams.
  • Serves as interdisciplinary team lead to carry out environmental studies and evaluations to determine the impacts of various actions or events, such as forest planning projects, on the environment.
  • Leads writing and developing environmental analysis reports and reviews data collected by other specialists for preparation of environmental documents
  • Serves as the unit FOIA coordinator, and as the principle advisor, provides interpretation and guidance to unit personnel who process FOIA requests.
  • Analyzes and considers litigation and court decisions to make appropriate recommendations to unit leadership regarding a unit?s position in specific lawsuits.

Qualifications

Specialized Experience Requirement:
For the GS-07: You must have experience using standard data gathering and analysis techniques to collect and review technical information on environmental activities or quality, and to identify and solve problems of a procedural or factual nature.
OR
1 year of graduate-level education towards a master's or equivalent graduate degree in a field that is qualifying for this position.
OR
Superior academic achievement (SAA) with a bachelor's degree in a field that is qualifying for this position and one of the following: graduated in the upper third of the college graduating class; member of a national honor society (excluding freshman honor society); has a 3.0 GPA or higher out of a possible 4.0 as recorded on official transcript, or as computed based on 4 years of education or courses completed during the final 2 years of the curriculum; or had 3.5 GPA or higher out of a possible 4.0 on the average of all required courses completed in the major or courses completed during the final 2 years of the curriculum (GPA will be rounded to one decimal place, i.e., 2.95 rounds to 3.0 and 2.94 rounds to 2.9).

For the GS-9: You must have one year specialized experience equivalent to the GS-7 in the Federal service. Qualifying specialized experience includes meeting one or more of the following: assisted with evaluating and verifying that work is accomplished in accordance with environmental compliance regulations and laws; assisted in identifying and implementing corrections for environmental issues; participated in environmental assessments and/or drafting, editing, and/or revising segments of environmental impact statements; applying laws, regulations and guidelines pertaining to protecting natural and cultural resources; assisted in planning environmental resources projects, such as construction, production, or reclamation initiatives and/or ensured compliance with environmental plans and stipulations.
OR
Successful completion of master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in Environmental Planning, Environmental Sciences and Sustainability, Environmental Law, Forest and Conservation Sciences, or Natural Resource Conflict Resolution.
OR
Combination: Successful completion of an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level).

For the GS-11: You must have one year specialized experience equivalent to the GS-9 in the Federal service. Qualifying specialized experience includes meeting one or more of the following: Planned, directed, and advised personnel on compliance efforts regarding National Environmental Policy Act (NEPA), regulations of the President's Council on Environmental Quality (CEQ), Freedom of Information Act (FOIA) and organizational policy; mediated conflicting viewpoints of Interdisciplinary Team (IDT) members, including line officers, on preparation and processing of categorical exclusions, environmental assessments, and environmental impact statements; planned, directed, and advised personnel on compliance efforts regarding National Environmental Policy Act (NEPA), regulations of the President's Council on Environmental Quality (CEQ), Freedom of Information Act (FOIA) and organizational policy; mediated conflicting viewpoints of Interdisciplinary Team (IDT) members, including line officers, on preparation and processing of categorical exclusions, environmental assessments, and environmental impact statements.
OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., in Environmental Planning, Environmental Sciences and Sustainability, Environmental Law, Forest and Conservation Sciences, or Natural Resource Conflict Resolution.
OR
An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
