Qualifications

To qualify for this position, you must meet the qualification requirements by the announcement's closing date. Experience can be obtained from various sources, including volunteer work through National Service programs and other organizations. MINIMUM QUALIFICATION REQUIREMENTS:
To be considered for this position, you must have at least one year of specialized experience at a level equivalent to the next lower grade.

Specialized experience is the work experience that demonstrates the required knowledge, skills, and abilities for a particular job. This may include technical skills, analytical abilities, communication skills, leadership qualities, or other job-specific requirements.

To show your specialized experience, provide examples of tasks or responsibilities you have performed in previous roles that required the necessary skills and knowledge. For instance, if the job requires project management skills, give examples of successful project management experience.

Schedule A(u) Appointing Authority:

Schedule A(u) is a special appointing authority that allows individuals with intellectual, physical, or psychiatric disabilities to apply for federal jobs. It is an exception to the traditional hiring process, and eligibility does not guarantee job placement at USAID. However, it allows persons with disabilities to apply for positions that are otherwise in the competitive service.

Individuals hired under Schedule A(u) are subject to a probationary period that can last up to two years, based on veteran status. During this period, employees must meet the same performance standards as all other employees. After two years of satisfactory service, employees may be noncompetitively converted to the competitive service, which means that they are eligible for promotion, transfer, and other opportunities within the federal government.

30% or More Disabled Veteran Appointing Authority:

The 30% disabled veteran hiring authority is a special program that helps eligible veterans secure federal jobs. To be eligible for this program, veterans must have been separated under honorable conditions and meet one of the following criteria:

retired from active military service with a service-connected disability rating of 30% or more, or
rated by the VA as having a compensable service-connected disability of 30% or more.

This hiring authority enables a hiring official to appoint an eligible veteran to any position for which the veteran is qualified, without grade level limitation. While initial appointments are time-limited, they may lead to permanent status at any time during the appointment. Veterans placed under this hiring authority are subject to a one-year probationary period, during which their job performance is evaluated.

Veterans Recruitment Appointment:

The Veterans Recruitment Appointment (VRA) program is a federal program that offers eligible disabled veterans a non-competitive hiring process for federal positions. This program is designed to benefit veterans who have a 30% or more disability rating and want to continue their public service careers.

To be eligible for the VRA program, veterans must have separated under honorable conditions and meet one of several service requirements. These requirements include serving during a war, campaign, or expedition, receiving an AFSM, or separating from active duty within the past three years.

Veterans hired under VRA are subject to a probationary period of up to two years, based on their veteran status. During this period, veterans are held to the same performance standards as other employees. However, veterans who demonstrate satisfactory service are noncompetitively converted to the competitive service.
