2. Directing and managing a comprehensive EEO program for federal employees throughout the USAGM in compliance with the Equal Employment Opportunity Act.
Establishing policy for proper implementation of the various laws and regulations encompassing the EEO program.
Ensuring the timely development and submission of the agency's required EEO reports, required affirmative employment plans, reports to Congress on EEO programs, etc.
Identifying and eliminates discriminatory practices, policies, and procedures that limit or restrict opportunities for employees and job applicants through equity, diversity, and inclusion.
Providing for the timely processing and adjudication of discrimination complaints filed by federal employees and applicants for federal employment with the USAGM. Rendering decisions for the USAGM CEO on complaints of discrimination and orders such corrective measures considered necessary to resolve the issues whether or not there is a finding of discrimination.
Establishing and oversees the administration of special emphasis programs for the USAGM on matters which affect the employment and advancement of specific disadvantaged groups.
Serving as the principal point of contact and maintains liaison with top level officials of minority groups and organizations.
3. Encompassing full supervisory responsibility over a small staff of technical experts, including:
Planning work to be accomplished and sets priorities.
Making work assignments and measures work results.
Setting performance standards, gives advice and feedback, and evaluates staff performance.
Nominating staff members for awards and recognition.
Identifying training and development needs and provides or arranges for required training.
Approving leave and timekeeping.
Hearing and resolving complaints.
Effecting or initiating disciplinary actions, as needed.
Finding ways to improve production or increase the quality of the work directed.

Qualifications
Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-14 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position.
To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Creditable specialized or equivalent experience includes:
Experience providing technical and administrative supervision to Equal Employment Specialists who execute all phases of the Affirmative Employment Program, Special Emphasis Program, and other Diversity and Inclusion initiatives.
Experience demonstrating polished oral and written communication skills to compose, tailor, and deliver technical oral and written presentations in a way that allows a varied audience to understand the intended message and objectives.
Experience analyzing and developing processes to eliminate workplace diversity, and career-related barriers at all levels of employment in the organization to include developing and contributing to annual mandatory EO training content.
Experience supervising staff in the administration and implementation of EEO and Civil Rights programs, policies, methods and approaches to include computer-based complaint tracking system in the preparation of quarterly, annual, and ad-hoc reports.
