The incumbent serves as a Supervisory Auditor in the Office of Audits (AUD), Contracts, Grants, and Infrastructure Division (CGI), within the U.S. Department of State (Department), Office of Inspector General (OIG), which has statutory oversight responsibility for the Department and the U.S. Agency for Global Media (USAGM). CGI is responsible for planning and conducting performance audits and other projects related to the Department and USAGM.

Duties

Help

The incumbent serves as the CGI Division Director (Supervisory Auditor), under the broad direction and supervision of an Assistant Inspector General and/or a Deputy Assistant Inspector General. The incumbent’s duties and responsibilities may include, but are not limited to the following:

  • Planning, directing, and administering the comprehensive audit program of the CGI Division.
  • Planning, scheduling, conducting, and reporting on comprehensive audits, evaluations, and special inquiries of Department, USAGM, and USIBWC activities.
  • Delegating assignments to subordinate supervisors who serve as Audit Managers.
  • Ensuring that the audit standards, procedures, and guidelines established by the Government Accountability Office (GAO) and the OIG are fully followed and implemented within the Division.
  • Reviewing and modifying audit reports, as needed, to ensure that issues identified during the audit are reported clearly and accurately and to ensure that the reports comply with GAO standards and OIG polices. 
  • Carrying out a full range of supervisory responsibilities as expected of supervisors in the federal government. For example, setting priorities and deadlines for work to be accomplished; making assignments based on established priorities; ensuring that the work of CGI members is carried out in a timely and fully satisfactory manner; evaluating and preparing formal performance appraisals of Audit Managers; identifying training and developmental needs of staff members; carrying out all Equal Employment Opportunity (EEO) requirements; and hearing grievances and providing conflict resolution.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Time-in-grade documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the 1-year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old).

All applicants MUST meet one of the basic qualification requirements described below for this position:

BASIC QUALIFICATION REQUIREMENTS:

  1. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.  (OIG will also consider degrees in: economics, public policy, international relations, international affairs or political science)

    or

  2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

    1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
    2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

Note: All applicants MUST submit transcripts as verification of educational requirement OR a certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination as described under Combination of Education and Experience above by the closing date of this announcement. IN ADDITION to meeting one of the basic qualification requirements listed above, to qualify for this position the applicant MUST have at least 1-year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-14 level in the federal service. Specialized experience must be documented in your resume.

Qualifying specialized experience must demonstrate the following:

  • Experience in performing engagements in accordance with Government Auditing Standards, Quality Standards for Inspections and Evaluations, and other relevant professional standards and legal and regulatory requirements.
  • Experience in overseeing and directing audit teams conducting difficult assignments that typically involve interrelationships between programs, systems, functions, and policies. Activities include reviewing and evaluating the performance entities’ assigned functions.
  • Experience in independently conducting comprehensive audits and evaluations that include the identification and analysis of numerous factors, such as recommending approaches and proposing possible solutions involved in programs or operations.
  • Experience in leadership and management functions such as balancing workloads and commitments, evaluating employee performance, supporting EEO initiatives, hearing and resolving employee complaints, and identifying employee professional training needs.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others; 
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."

  • Knowledge of laws, policies, and regulations applicable to federal contracts and grants specific to the organizations being audited. 
  • Skills in organization, management and leadership to effectively manage and professionally develop auditors and management analysts in the CGI Division.
  • Ability to verbally communicate effectively to present briefings, lead meetings, and represent OIG internally and externally at functions or events.
  • Ability to communicate effectively in writing to develop clear, concise, and accurate audit reports that are appropriate to the type of audience using the audit report.
