Duties

Help
  • Serves as the bureau point of contact and coordination for these activities for their respective counterparts for the tribes/tribal governments in their area of responsibility.
  • Develops and assists with overseeing the implementation of operational policies, procedures, and emergency action checklists to initiate and manage the local all-hazards alert notification process.
  • Identifies shortfalls in response operations and/or exercises and recommends immediate corrective action and procedural and policy changes required to enhance emergency response.
  • Maintains liaison with the appropriate Federal, State, and Tribal entities with oversight for emergency management planning and response.
  • Leads, provides training in areas of expertise, or otherwise participates in training programs for emergency preparedness, damage assessment and disaster support and coordinates the provision of intra and interagency training in emergency programs.

  • Subject to recall around the clock for emergency management operations or may be required to remain at work during dismissal or closure situations.
  • The position is also expected to be assigned to one or more emergency management team rosters to be activated during disaster operations and participate with the team in exercises.
  • Incumbent must be prepared to work extended hours during emergency operations with little to no notice.
  • NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.
  • These positions are Remote but must live and work in one of the following BIA Region locations: Western/Pacific, Southwest/Navajo, Great Plains/ Rocky Mountain, Midwest/Southern Plains Region, as specified in the Summary section of announcement.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0089).

GS-13: I possess one full year of specialized experience at or equivalent to the GS-12 grade level or pay band in Federal service or equivalent experience in the private or public sector: (1) Provides technical guidance to senior management officials regarding emergency management related regulations, policies, and procedures and assists with developing operational policies, procedures, and emergency response instructions. (2) Executes specified emergency functions during operations and exercises, identifies shortfalls during response operations and exercises and recommends immediate corrective action. (3) Serves as the technical authority and subject-matter-expert for the development of alert and notification policy, procedures, and determines methods of all-hazards notifications. (4) Experience working in an organization formulating, preparing, coordinating, and maintaining a variety of contingency plans, policies, directives, and regulations developed for emergency/disaster situations or similar type program. (5) Experience analyzing and evaluating complex operational reports, after action reviews, plans, and procedures. (6) Experience evaluating new or proposed legislation or policy; preparing implementation policy, plans, or procedures to ensure compliance of the Department with interagency guidance; and interpreting policy and provide guidance for others. GS-12: I possess one full year of specialized experience at or equivalent to the GS-11 grade level or pay band in Federal service or equivalent experience in the private or public sector: Examples of specialized experience would typically include, but are not limited to: (1) Experience in emergency management by applying knowledge of the laws, guidelines and policies governing various emergency management programs and operations to assist in developing, executing, and analyzing an emergency management program; (2) Experience applying analytical studies and evaluation methods to determine program compliance with emergency preparedness and management rules and regulations; (3) Applying a working knowledge of a variety of emergency, contingency and operations plans, policies, and directives to provide advice and assistance; (4) Experience working in an organization formulating, preparing, coordinating, and maintaining a variety of contingency plans, policies, directives, and regulations developed for emergency/disaster situations or similar type program. (5) Experience in applying the concepts, theories, principles, and practices of emergency management and apply that knowledge to assist in development of plans and procedures to coordinate emergency management programs and response activities.
