As a Supervisory Public Health Advisor, you will use your knowledge of and experience with public health or other health-related activities to perform the following duties:
Serve as Division of Prevention, Traumatic, Stress and Special Program (DPTSSP) Division Director providing executive leadership, guidance, and direction to the Division programs and for other projects designed to promote improvements in the prevention, treatment, and recovery and resiliency services of persons with mental and behavioral disorders.
Provide leadership to programs that implement a comprehensive, strategic approach to promoting positive long-term mental health outcomes for children and adolescents with or at risk of a serious emotion disturbance (SED) and their families using a system of care approach.
Serve as senior advisor to the Director of CMHS and other key management officials on policy and program matters pertaining to the prevention of school violence, suicide, mental and behavioral disorders, and the promotion of mental health, emergency services and disaster relief.
Initiate changes in the scope and direction of assistance efforts in response to legislative amendments, changes in policy, shifts in program emphasis, new requirements, gaps in service coverage, or other developments.
Participate with the Director of CMHS, the Assistant Secretary of SAMHSA, and other key management officials in the development of CMHS and SAMHSA policy, programs, objectives, and priorities.
Plan, organize, promote, and coordinate efforts to develop new, more effective approaches to the delivery of mental health services for children, youth and their families.

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:
Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
Knowledge of a specialized public health program.

To qualify for the GS-15, applicants must have at least one year of specialized experience, equivalent to the GS-14 grade level in the Federal service performing ALL of the following:
Supervising professional staff and support personnel carrying out responsibilities related to mental health services to children with Serious Emotional Disturbances (SED);
Managing all phases of planning and developing programs necessary for the implementation of mental health outcomes for children and adolescents with or at risk of SED; AND,
Planning, organizing, promoting or organizing efforts related to school violence prevention, suicide prevention, child trauma, prevention of mental and behavioral disorders, children and youth in the juvenile justice system, children/youth systems, and/or families.
