This position is located in the Information Resources Branch, Ralph J. Bunch Library Division, Office of Information Programs and Services, DAS for Global Information Services, Bureau of Administration (A/GIS/IPS/LIBR/IR), in the U.S. Department of State (DOS).

This is a developmental position. The incumbent performs progressively more duties and responsibilities that provide him/her to progress to the target GS-1410-12.

Duties

Help
  • Produces and maintains routine statistical reports including analysis of Library holdings, usage, and other miscellaneous performance measurements.
  • Assists in maintaining policies, procedures, and documentation about library systems.
  • Assists in the implementation and integration activities of library systems.
  • Increasingly updates, monitors, and coordinates information and exhibits on the Library's web platforms.
  • Assists in developing the Library website to focus on integrating contemporary design, UX principles, and accessibility standards.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.  If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. 

Applicants applying for this position MUST meet the requirements specified in paragraphs A or B below:

BASIC REQUIREMENTS:

A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;

OR

B.  A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

Note: All applicants WILL BE required to submit transcripts as verification of educational requirement by the closing date of this announcement. You MUST (1) submit a copy of your college transcript(s) with your application, and if selected, an official college transcript(s) will be required to verify education prior to employment; (2) transcripts MUST be legible AND include your name, major, school name/location, course title/number, date completed, grade, and number of credits earned; (3) if your documents are on dark / color paper, you will need to Xerox them to lighten them up in order for us to read them. If we cannot read the documents we cannot give you this credit; (4) if you attended more than one college you MUST submit a transcript from each institution if you wish your education to be considered in qualifying you for this position; and (5) all college coursework that may be pertinent to qualifying you for the position MUST be included on the transcripts. For the GS-09 Grade Level:

IN ADDITION to meeting one of the basic entry qualifications requirements listed above, the applicant MUST also meet one of the requirements listed below:

GS-09:  Have 1 year of specialized experience equivalent to at least the GS-07 level in the Federal service that demonstrates the ability to perform, supervise, or direct one or more of the functional areas of work covered by this series; to understand the concepts, theories, new developments, and co-relationship of information in related fields; and to maintain up-to-date information on the state of the art library and information services. This experience must be related to the work of the position.

In addition, qualifying experience must demonstrate the following:

  • Experience maintaining Library systems.

OR

Have 2 full years of progressively higher level graduate education OR master¿s in library science OR equivalent graduate degree, e.g., LL.B. or J.D., related to this position from an accredited college or university which demonstrates the knowledge, skills and abilities necessary to do the work of the position;

OR

Have a combination of graduate education and specialized experience (as described above) that meets 100% of the qualification requirements for this position.

Combination of Experience and Education: When an applicant has less than one year of specialized experience as described above, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%.

For the GS-11 Grade Level:

IN ADDITION to meeting one of the basic entry qualifications requirements listed above, the applicant MUST also meet one of the requirements listed below:

GS-11:  Have 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service that demonstrates the ability to perform, supervise, or direct one or more of the functional areas of work covered by this series; to understand the concepts, theories, new developments, and co-relationship of information in related fields; and to maintain up-to-date information on the state of the art library and information services. This experience must be related to the work of the position.

In addition, qualifying experience must demonstrate the following:

  • Experience maintaining Library systems and developing web platforms.

OR

Have 3 full years of progressively higher level graduate education in library science OR doctoral degree (PhD. D. or equivalent) related to the position from an accredited college or university. This education must demonstrate the knowledge, skills, and abilities to do the work of the position to be filled;

OR

Have a combination of graduate level education and specialized experience (as described above) which is equivalent to the work of the position and equivalent to the GS-09 level in the Federal service. This education and experience must meet 100% of the qualification requirements for this position.

Combination of Experience and Education: When an applicant has less than one year of specialized experience as described, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements.
