  • The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
  • Develops and maintains public use and internal use forms.
  • Assists in implementing, coordinating, troubleshooting, and-or overseeing a variety of forms related requests impacting USCIS forms.
  • Provides technical assistance with troubleshooting form field functionality and 508 Accessibility.
  • Provides direct support to headquarters and field management staff, in a variety of matters relating to the development of planning systems and management programs, to meet mission requirements.
  • Plans, develops and coordinates or assists with planning management through, presentations for supervisors and executive management; and ensures accurate and appropriately concise information is available.
  • Develops and recommends improvements to policies, issuances and directives.

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

Probationary Period: You may be required to serve a probationary period of 1 year.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 05/12/2023.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 05/12/2023.

GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Accomplishes various analytical studies and/or projects to resolve problems or improve effectiveness and efficiency of operating line or administrative support programs.
  • Develop and prepares regular reports for management decision-making regarding prioritizing workflows.
  • Communicate both orally and in writing, to audiences of varying demographics regarding troubleshooting form and instruction errors or issues.
OR
  • You may substitute a Master's degree or two full years of graduate education leading to such a degree in any field or a J.D. or LL.B. for experience required at the GS-09 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.
GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Participates in associated special studies, task forces, and work groups to take actions related to creating and revising internal-use and public-facing forms.
  • Works with the vendor and internal IT components to obtain additional insight on technical requirements and solutions using current technologies impacting form accessibility and design.
  • Independently gather information and-or customer requirements from key stakeholders to assess and create forms solutions for their program needs.
  • Initiating and completing detailed reports to senior level management.
OR
  • You may substitute a doctoral degree (Ph.D. or equivalent degree) or three full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. if related, for experience at the GS-11 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours.
