This position is located in the Employee Benefits Security Administration (EBSA). As a Special Assistant, the incumbent serves in a close working relationship with the Assistant Secretary, the Principal Deputy Assistant Secretary, and the Deputy Assistant Secretary for Program Operations. They participate in the policy and program decision processes and perform, coordinate, plan, and evaluate projects of critical importance to the Agency.

Major duties for this position include, but are not limited to, the following:

- Reviews correspondence and ensures clarity, consistency, completeness, and compliance with organizational policy. Tracks correspondence to ensure that deadlines are met and assignments are completed.

- Drafts and edits executive correspondence that requires the concurrence or signature of the Assistant Secretary/Deputy Assistant Secretaries. Ensures that management's views are accurately and effectively presented.

- Reviews reports, publications, presentations, website pages, and other written work. Applies writing and editing skills, as well as knowledge of the principles and specialized vocabulary of ERISA and related laws, to ensure clear and accurate communication.

- Functions as a plain writing and communications consultant and advisor to the national leadership on management, policy, administrative, and technical matters. Participates in an advisory capacity and analyzes proposals provided to the Assistant Secretary and Deputy Assistant Secretaries.

- Prepares or coordinates the production and presentation of program documents, proposals, reports, and memoranda on policy and program matters that either cross organizational responsibilities or do not fall within the functional province of any one Agency office.

- Develops briefing papers, talking points, and speeches for use by the Assistant Secretary and Deputy Assistant Secretaries in meetings with the Secretary of Labor, other Federal executives, members of Congress, industry, and professional organizations, or for release to the public.

- Performs a variety of special assignments as requested by the Assistant Secretary and Deputy Assistant Secretaries. Supports the agencywide plain writing initiative and develops plain writing guides, templates, and checklists for supervisors’ use.

- Prepares responses to requests from congressional committees, the White House, and other administrative officials on the status of Agency programs, the effectiveness of programs, need for changes in program direction and emphasis, need for new program proposals, the effectiveness of governing regulations, and similar matters of national concern.

- Assists in expanding EBSA’s reach by helping develop and execute online, print, and visual outreach and marketing campaigns. Coordinates with agency outreach staff to generate strategies for furthering EBSA’s efforts on various digital media platforms, including the EBSA website, social media, and others. Identifies opportunities to connect EBSA with limited-English proficient individuals, minority populations, and other underserved communities.

- Performs other duties as assigned.

Qualifications

Requires one (1) year of specialized experience equivalent to the GS-13 level in the Federal Service as defined below:

Specialized experience is defined experience serving as a plain language writing and communications consultant and preparing or coordinating the production and presentation of program documents, proposals, reports, and memoranda on policy and program matters, or experience reviewing and editing papers, speeches, correspondence, regulations, or other documents and ensuring clarity, consistency, completeness, and compliance with organizational policy.

Education

Education is not a substitute for experience at the GS-14 grade level.
