Duties

Help

The Office of the Chief Diversity and Inclusion Officer (OCDIO) develops proactive strategic initiatives to promote a diverse, equitable, and inclusive total force with a goal to achieve full potential while optimizing operational readiness.

As a PROGRAM ANALYST (DEIA), GS-0343-14, you will perform the following duties:

  • Assist the CDIO with developing the strategic direction, implementation, and alignment of agency DEIA initiatives by providing oversight assigned initiatives within the NSF.
  • Support the CDIO in overall change management efforts.
  • Develop strategic and tactical plans to support DEIA program initiatives in response to NSF directives and/or mission requirements.
  • Responsible for the planning and policy development, data gathering and analysis, evaluation of organizational processes and the development of initiatives for application to the program.
  • Plan and conduct formal analyses of DEIA initiatives.
  • Oversee and supports barrier analyses, equity assessments, and other special studies in support of DEIA functions.
  • Plan and carry out assignments, working toward resolution of issues, coordinating work with others, and interpreting policy in terms of established objectives; independently contributes to planning, designing, and implementing assignments, recommends solutions for issues that arise.
  • Advise management on DEIA automation needs and opportunities; and provides advice on procedural and technical aspects of DEIA automated records, as well as on hardware acquisition and maintenance.
  • Plan, develop, and present written and oral briefings to NSF senior-level stakeholders on significant and complex DEIA programs.
  • Collaborate with internal and external resources to share knowledge, identify challenges, and ensure all efforts are synchronized to achieve the most efficient and effective results.
  • May serve as the Contract Officer's Representative (COR) on contracts supporting OCDIO, DEIA program activities and projects.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade/equivalent.

Qualifications

Qualified applicants must meet both the specialized experience and must possess the selective factor.

To qualify at the GS-14 level
, you must have one year of specialized experience equivalent to the GS-13 level in the federal service supporting strategic Diversity, Equity, Inclusion, and Accessibility (DEIA) initiatives for an organization. Examples of experience include: advancing opportunities for underserved communities; conducting barrier analyses; developing and/or presenting DEIA training; developing anti-harassment policies; establishing and/or expanding paid internship programs with an emphasis on underrepresented groups; improving workplace accessibility; and similar functions.

In addition to meeting the specialized experience above, qualified applicants must meet the selective factor.

Selective Factor: I have developed organizational policies, guidance documents, or processes in support of DEIA.

Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
