As a Equal Opportunity Specialist, you will perform the following duties:

  • Conduct preliminary review of allegations to determine jurisdiction of civil rights complaints, develops an investigative plan, and conducts investigations of allegations of discrimination to include taking affidavits of involved parties.
  • Conduct fact-finding investigations conducting compliance investigations of federal grant recipient institutions.
  • Conduct investigations related to Title IX, Title VI, Section 504, Age Discrimination, other Civil Rights law.
  • Work towards resolutions for complaints investigations; conduct pre-and post-award compliance reviews and create reports.
  • Monitor compliance with and share evaluation results and findings on Title IX, Title VI, Section 504, Age Discrimination, other Civil Rights laws for program advancement.
  • Work closely with various organizations and a variety of individuals with diverse issues, concerns, agendas, and values; and negotiates and builds coalitions to achieve objectives and resolve conflicts.
  • Conduct or participate in projects that often proceed in multiple phases and are conducted by cross-organizational teams. Handles issues that are fundamental to the organization's policies and operating principles, and thus are controversial.
  • Maintain a high degree of confidentiality regarding the conduct and outcome of case management and investigative activities.
  • Write and verbally communicate to various audiences' procedural instructions or Departmental positions based on applicable Federal EEO laws or procedures regarding any complaints.
  • Participate in conferences, meetings, or presentations to share information and obtain views of persons affected by the agency policies involving problems or issues of considerable consequence or importance.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade/equivalent.

Qualifications

To qualify at the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-09 level in the federal service providing assistance in support of compliance and/or complaint investigations. Examples of experience include: conducting preliminary review of allegations; conducting research and simple fact-finding investigations; monitoring compliance with Title IX, Title VI, Section 504, Age Discrimination, other Civil Rights laws; supporting special projects related to complaints/compliance of federal grants recipients.

Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may be substituted for experience as described in "Qualifications." If qualifying based on education, you must submit TRANSCRIPTS (unofficial copies are acceptable) or a DIPLOMA that verifies that the requirement is met.

This position is designated as remote eligible & the selected candidate may work at an approved alternate work site location, with no requirements/expectations to report to NSF on a regular/recurring basis. The employee's duty station will be the location where the individual regularly performs their official duties & pay will reflect that Locality Pay Area
