This position is located in the Office of Policy and Evaluation (OPE). OPE conducts studies to ensure that Federal employees are well-managed in an environment that supports the merit principles and is free from prohibited practices. In addition, studies include reviewing and monitoring the programs, policies, and operations of the U.S. Office of Personnel Management. This position, the MSPB Performance Improvement Officer, is also assigned to OPE.
This MSPB PIO serves as senior technical authority on MSPB program performance and efficiency, overall operations, core competencies, organizational makeup and resourcing through effective goal development, and data integrity in the development of the agency's Strategic Plan, Annual Performance Report and Performance Plan, Agency Financial Report (performance information), Summary of Performance and Financial Information, Quarterly Progress Reports, and the MSPB Annual Report in accordance with the Government Performance and Results Act Modernization Act of 2010 (GPRAMA), Office of Management and Budget (OMB) guidance in Circular A-11, and standard analytic and operational practices in organizational planning, measurement, and reporting.
Work products and official reports are issued to the President, Congress, Federal agencies with management and budget responsibilities, members of academia, the press and the public, providing the PIO with an opportunity to maintain communication and operational partnerships with senior subject matter experts within and outside of MSPB (policy-makers, stakeholder groups, etc.) to inform solutions to complex issues with significant impact on agency operations.
