Duties

Help
  • Evaluates the effectiveness and productivity of Branch information access functions and activities by analyzing its technical methods, administrative controls, case documentation, quality control and review and clearance processes.
  • Ensures Branch functions effectively in serving as central point of contact in the Department for Freedom of Information Act (FOIA) appeals and FOIA litigation cases.
  • Plans work to be accomplished by staff and establishes priorities for employees based on workload requirements and individual skills and abilities.
  • Establishes policies, procedures, and courses of action for the Branch with respect to the processing of FOIA appeals and FOIA litigation cases to ensure that the Department meets its legal obligations in this area.
  • Plans and programs fiscal, human, and technological short and long-term resource requirements for the Branch.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Specialized Experience:

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service that provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: 

  • Experience responding to appeals of denial of access to information under provisions of the Freedom of Information Act (FOIA), the Privacy Act, Privacy Act Amendment requests.
  • Experience with the mandatory declassification review provisions of E.O. 13526, and processing FOIA and Privacy Act cases that are the subject of litigation against the Department.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."

There is no substitute of education for specialized experience for the GS-14 position.
