The physical worksite for this position is located in Alexandria,Virginia.

TELEWORK:

  • This position is eligible for telework up to 05 days per week and reports to USPTO's Alexandria, Va occasionally for mandatory office meetings

This position is located in the Office of Equal Employment Opportunity and Diversity (OEEOD), Formal Complaints Branch.

You're ready to provide legal advice to the Director, OEEOD, as well as staff members and is responsible for effectively presenting the agency position before upper level agency officials and external entities.

You're committed to planning, managing and executing all aspects of legal sufficiency relative to Equal Employment Opportunity (EEO), affirmative employment, and diversity initiatives and programs.

You're skilled in analyzing and rendering legal advice on all facets of equal employment opportunity, including various issues under the jurisdiction of the Equal Employment Opportunity Commission (EEOC).

You have experience providing oral and written advice and technical legal guidance to personnel, key agency officials, and, upon request, to field installations concerning all aspects of equal employment law.

You're proficient in preparing recommended course of action memoranda for agency staff members; preparing factual analysis and legal opinions, and presenting oral briefings to agency officials and supervisors.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13.

Specialized experience for this position includes:

  • Serving as an authority addressing legal issues related to employment discrimination affiliated with age, disability, race/ethnic groups, national origin, religion, and sex (including sexual orientation, gender identity, or intersex traits).
  • Conducting legal research and writing briefs, memoranda, and/or decisions regarding complex employment discrimination issues.
In addition to having one year of the specialized experience listed above, applicants must have three (3) years post J.D. of the professional legal experience listed below.

Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled. This experience is characterized by breadth and depth of experience in rendering professional legal advice and services with respect to questions, regulations, practices, or other matters failing within the purview of a Federal government agency, private sector, law firm, or other organizations; drafting, negotiating, or examining legal documents; drafting, preparing formal comments, or making substantive recommendations regarding proposed legislation and clients' stated goals and objectives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Applicants are required to possess a Juris Doctor (J.D.) degree or Master of Laws (LL.M) degree from an American Bar Association accredited law school.

  • You are required to submit a copy of your law degree transcripts by the close of this vacancy announcement.

You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application. Failure to provide such documentation when requested will result in lost consideration.
