The Office of Public Education and Outreach Services (OPEOS) coordinates, promotes, and tracks Mine Safety and Health Administration's (MSHA) outreach activities. The office is responsible for MSHA's strategic communications, MSHA web and Intranet content, speeches, op-eds, blog posts, public email inquiries, internal and external engagement and coordinating special events.

Summary
The Office of Public Education and Outreach Services (OPEOS) coordinates, promotes, and tracks Mine Safety and Health Administration's (MSHA) outreach activities. The office is responsible for MSHA's strategic communications, MSHA web and Intranet content, speeches, op-eds, blog posts, public email inquiries, internal and external engagement and coordinating special events.
Open to current permanent Federal employees with competitive service; reinstatement eligibles; Veterans (VEOA eligibles and 30% or more compensable disabled veterans); Military Spouses; Individuals with Disabilities (Schedule A eligibles); Land and Base Management eligibles; OPM Interchange Agreement eligibles; Peace Corps (PC) or AmeriCorps VISTA Volunteers or PC Employees; and CTAP/ICTAP eligibles within the local commuting area.
Produces and complies presentation materials and maintains a library of materials available to use in presentations. Solicits input from the field on the topics and materials that would be most useful. Identifies and explores new outreach approaches or initiatives to address specific areas where emerging or significant mining safety challenges are identified. Research potential partners and outreach activities to support these approaches/initiatives or broaden the reach for existing MSHA initiatives/priorities. Develops related suggestions and recommendations for consideration.
Identifies and aggregates data to evaluate the effectiveness of MSHA Programs and Outreach activities. Identifies, research, reviews, and compiles technical resources and studies.
Drafts and updates cooperative program materials and promotional pieces for print and electronic medium, including the agency website. Researches and develops draft presentations, speeches, outreach materials and other tools.
Develops and maintains a professional network of subject matter experts through course of day-to-day work and in support of current and planned outreach activities.
Support agency outreach initiatives, share MSHA and industry information and best practices, and develop targeted outreach events, activities, and cooperative assistance materials to address industry-related challenges. Provides technical support to assigned Regions on the implementation of the outreach program policies and procedures.
Monitors and analyzes regulations to alert senior staff for impact to programmatic policy, impact to Outreach activities, and of interest to Alliance program participants. Coordinates material for speech, website, and training development. Research inquiries about outreach programs. Develops draft responses. Performs research; develops source documentation; develops spreadsheets, reports, and other documents to develop/justify short- and long- range program objectives and initiatives.
Candidate required to obtain the necessary security/investigation level.
Requires a probationary period if the requirement has not been met.
Applicants must meet the eligibility requirements of time-in-grade (52 weeks at the next lower grade), time-after-competitive-appointment (90 days), and minimum qualifications (52 weeks equivalent to the next lower grade in federal service). These requirements must be met within 30 days of 05/04/2023, the announcement closing date.

Qualifications
You must meet the Specialized Experience to qualify for Communications and Outreach Specialist, as described below.
For GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-13 includes possessing at least 4 of the following:
Plan and promote special events, outreach activities and/or initiatives;
Network, build and maintain relationships for outreach activities;
Collaborate with mining industry officials, representatives, and/or employees;
Plan and/or provide oversight of strategic communications, social media, and web content development;
Develop and execute strategic media and communication plans.
