Summary

The Human Resources Information System Division (HRIS) is a part of the FAA Office of Human Resource Management (AHR), Accountability & Strategic Business Management Directorate (AHA). The HRIS Director reports directly to the Deputy Executive Director for AHA. The HRIS Director is responsible for the leadership, direction, and oversight of AHR’s people data analytics and information systems through two branches: a Data Analytics Branch and Systems Management Branch.

The HRIS Director (Director) oversees the work of the HRIS, which includes programs that may impact all FAA employees. The work includes complex projects/programs based on the objectives of the organization and the FAA. The Director communicates the organization's vision and objectives; sets priorities; assigns work tasks and responsibilities; manages the recruitment and hiring of HRIS employees; coaches and develops staff and organizational capabilities; assigns work tasks/projects; prepares performance standards and evaluates performance; holds employees accountable for misconduct; identifies employee training needs; and administers/approves leave and other policies.

Work assignments include:

- Leading the evolution of AHR’s people data analytics to include establishing a people data dictionary; driving a culture of data-driven decision making and performance improvements; leading the collection of people data to conduct trends analysis using advanced analytics, artificial intelligence, machine learning, natural language processing, deep learning, and other data methodologies; and leading the analysis of data to provide insights into drivers to describe, prescribe, and predict outcomes. Overseeing the implementation of reporting systems to deploy, collect, and analyze data (trends, insights) to help inform for descriptive, prescriptive, and predictive outcomes to action for immediate to short-term service recovery and long-term program and system-wide improvements.

- Leading the evolution of AHR’s information systems, including developing an integrated human resources information system and case management system; using automation tools to improve AHR processes and forms; and overseeing the development and maintenance of all AHR information systems and applications. Applying human centered design thinking in the development and maintenance of these systems. Overseeing the identification of end-user needs for execution and transformation through research, including observation, interviews, surveys, analytics, and user testing. Overseeing the creation and delivery of high-quality digital experiences and artifacts (like user-experience patterns, wireframes, prototypes, and design systems).

- Defines, recommends solutions to AHA and AHR leadership, and manages HRIS resources by evaluating workload; developing and implementing (once approved) standard operating procedures for HRIS staff; and establishing internal controls to ensure resources are appropriately utilized.

Applies detailed knowledge of the technical aspects of the work that is directed. Comprehensive experience in human-centered design with proven strategic systems thinking and project leadership experience. Comprehensive knowledge of and skill in applying information system management methods, artificial intelligence, design thinking, information gathering techniques, and analytical skills.

Oversees the preparation of data reporting for the Administrator and FAA leadership. Serves as the principal subject matter expert on FAA people data analytics and human resource information systems. Prepares written and presents oral briefings and training presentations about programs within HRIS to staff within the FAA and to other government agencies.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized Experience

1. Experience designing, developing, and/or implementing a human resource information system for a Federal organization; AND

2. Experience managing a data analytics program; AND

3. Experience managing an information technology product management program; AND

4. Expert knowledge of human-centered design principles.
