GS-11

All duties are performed under greater supervision and oversight. Performs more rudimentary aspects of research work, gathering documents, briefs, finding related regulations and laws, and identifying and screening precedent cases for inclusion in further research and analysis, discussion, and decision making. Attorney–Advisers at the GS-11 level to a large extent function as apprentices to the senior attorneys, and spend considerable time performing developmental assignments designed to develop knowledge, skills, and abilities need to progress to the GS-12 level in the career ladder.

GS-12

Works under the supervision of a senior attorney or General Counsel. Prepares factual and procedural history of the case. Prepares legal analysis of party positions. Drafts decisions and orders for supervisory review. Blended caseload. Occasional judicial contact.

Reviews incoming case files for completeness and content. Inventories the contents of the case file. Ensures required documents are included, verifies signatures and notes errors and errors, and items requiring follow-up action before the case can be accepted and analyzed.

Studies each case and develops a detailed understanding of the background, nature of the appeal, and the rationale presented by the appellant and their attorney(s).

Locates and cross-references precedent cases, underlying, applicable laws, and regulations, etc. needed to review each case and make determinations needed to grant or deny an appeal.

Researches and analyzes facts of the case. Studies briefs from all parties. Dissects case principles, decisions by other boards, courts, or review authorities. Researches the laws and regulations and connects them to source information and references.

Identifies and studies similar cases or cases that might serve as/establish a precedent

Document research and findings to share with team/workgroup.

Prepares briefings, discussion papers, reports to inform judges, argue decisions, and substantiate findings.

Monitors and reports on the status and progress of work; reviews completed work to ensure instructions regarding work priorities, methods, deadlines, and quality are met.

Writes or edits decisions, or sections or portions of decisions. Review reports, written arguments, and other documents contained in decision papers and files to ensure they are clear, concise, comprehensible, and clear on each legal point and argument made in the final decision package.

Under the guidance and oversight of a senior attorney, participates in group discussion and workgroups to discuss cases and develop decisions, and ready presentations and arguments before the review panel assigned to the case.

Perform other duties as assigned by a senior attorney or the General Counsel.

Work requires:

1) analytical skills and ability to recognize, analyze and discern vital legal points of a factual situation.

2) the ability to plan and conduct thorough legal research with available resources and to quickly and accurately identify critical facts, assess their significance, and correctly apply pertinent legal standards and principles.

3) the ability to effectively communicate orally and in writing, in both formal and informal settings, provide well-reasoned analyses and definite conclusions on complex issues with little advance preparation, and clearly convey legal issues or decisions to personnel not in the legal profession.

Qualifications

To qualify for an attorney position, applicants must possess a professional law degree (LL.B. or J.D.); be a member in good standing of the bar of a court of general jurisdiction of a state, territory or possession of the U.S.; and have acquired the amount of experience indicated below for each grade level.

GS-11, completion of first professional law degree (LL.B. or JD) and active membership in good standing of the bar.

GS-12, one (1) year of progressively responsible, post-law school legal experience of a professional nature which demonstrates the ability to perform the work at this level.

Note: An LL.M may be substituted for a maximum of one year experience.

Verification of your academic degree(s) is necessary to determine your qualifications or eligibility for this position, you will be required to submit an official transcripts for verification purposes before you are hired. However, unofficial transcripts may be submitted during the application phase of the process. Please note that your J.D. or LL. B degree must be conferred before you can begin working.

In addition to transcripts, applicants must also provide an unedited legal writing sample that is no more than ten (10) pages long with your application in order to receive further consideration.

A LL.B or J.D. is a requirement for this position. If you do not submit sufficient academic documentation necessary to demonstrate that you meet the eligibility and minimum qualification requirements described in this announcement, your application will be deemed incomplete and you will be ineligible for further consideration for this vacancy.

4. Ability to multi-task in a complex and fast-paced inter-disciplinary legal environment by timely reviewing facts, identifying and resolving issues, enumerating options, and formulating recommendations.
