*Applicants should apply to the location(s) they are able to regularly report to. Location will be determined once selection(s) is made. Salary posted reflects pay range for all locations. Once the selection has been made, the salary will be set in accordance with the selectee's location.

Major duties for this position include but are not limited to the following:

  • Independently conducts or leads teams in conducting complex compliance evaluations and compliant investigations.
  • Independently applies principles of 41 CFR 60, the FCCM, and current national and regional office guidance and directives with particular emphasis on Part 60-3 applying theories of discrimination.
  • Identifies discrimination based on evaluation and investigatory activity.
  • Negotiates remedies, writes reports, conducts meaningful detailed analysis and evaluates contractor development and implementation of Affirmative Action Programs.
  • Maintains continued monitoring of contractors’ programs to ensure corrective action is taken and effective nondiscriminatory employment programs are implemented.

Qualifications

GS-11:

To qualify for the GS-11 grade level, applicants must have 52 weeks of specialized experience at or equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private sector.

Specialized experience is defined as work experience:

  • Investigating, analyzing, and evaluating an organization's equal opportunity and/or compliance program in accordance with federal and/or state laws, regulations, and/or policies.
  • Experience using interview and investigative techniques to conduct compliance evaluations, construct reviews and/or complaint investigations.
  • Experience investigating programs that prohibit federal contractors/subcontractors from workplace discrimination.

OR

Ph.D. or equivalent doctoral degree;

OR

3 full years of progressively higher level graduate education leading to such a degree

OR

LL.M., if related.

GS-12:

To qualify for the GS-12 grade level, applicants must have 52 weeks of specialized experience at or equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector.

Specialized experience is defined as work experience:

  • Investigating, analyzing, and evaluating an organization's equal opportunity compliance program in accordance with federal and/or state laws, regulations, and/or policies.
  • Experience investigating programs that prohibit federal contractors/subcontractors from workplace discrimination.
  • Experience investigating and adjudicating discrimination complaints related to civil rights violations.
  • Experience supporting litigation actions relating to resolution of compliance, equal employment opportunity, affirmative action, diversity and/or compliance complaints.

Education
