Summary

This position is part of the National Wildlife Refuge System Law Enforcement Branch. Serves as a Field Training Officer (FTO) under the Service's Field Training and Evaluation Program (FTEP). As a Land Management Law Enforcement Officer you will be a fully commissioned uniformed law enforcement officer with delegated authority to enforce laws and regulations related to the Service and the Refuge System lands, resources, employees, and the public.

Duties

Help
  • Investigates areas where acts of criminal activity, theft, vandalism or offenses of the criminal laws and regulations of the United States that relate to the National Wildlife Refuge System (NWRS) have occurred.
  • Prepares investigation reports by documenting findings and facts, obtaining witness statements and copies of official records, and including pertinent correspondence, maps, historical information, exhibits, and photographs.
  • Carries out activities to deter illegal or potentially harmful activities to the natural resources or visitors to the refuge and designs and provides training in law enforcement skills and practices to prevent and/or detect illegal activities.
  • Develops and maintains liaison with other Federal, State, and local law enforcement agencies to share in the resources in order to provide additional protection of people and property on the NWRS.
  • Responsible for the field based training and/or evaluation of newly hired refuge law enforcement officers in a variety of law enforcement, compliance, and resource protection methods and procedures in accordance with the Service FTEP.
  • Instructs and evaluates the trainees in planning, directing, and conducting apprehensions and investigations of violators of the Federal criminal laws on national wildlife refuges related to resources, property, employees, and users.
  • Maintains performance records and evaluates daily work performance through application of Service designated Standard Evaluation Guidelines.
  • Educates the officer trainees in developing working relationships, maintaining liaison, and coordinating law enforcement activities with Federal, State, and local law enforcement agencies, and other Service law enforcement staff.
  • May be assigned to multi-agency task forces to perform special law enforcement activities, e.g. eradication of marijuana gardens, crowd control, and archeological/cultural, vegetation/timber, arson, and drug investigations.

Qualifications

You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:

  1. One year of specialized experience equivalent to the GS-09 grade level in the Federal service that demonstrates your ability to perform successfully the duties of this position. Examples of specialized experience include: work performed investigating violations of laws and regulations on a wildlife refuge, including laws pertaining to poaching, illegal hunting, or similar wildlife-related activities; preparing investigative case files according to standard operating procedures to ensure they meet legal requirements; reviewing law enforcement regulations, policies or procedures to recommend improvements or clarifications; and delivering presentations or informal talks to the public about the laws, regulations and policies of a wildlife refuge.; OR
  2. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields to include law enforcement/police science, or other closely related subjects pertinent to the management and protection of natural and cultural resources; OR
  3. A combination of education and experience as listed above.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s) and grade point average or class ranking. CONDITIONS OF EMPLOYMENT:

  • TESTING DESIGNATED POSITION: All applicants tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use prior to appointment
  • MEDICAL REQUIREMENTS: You must pass a pre-employment medical examination. Also, you may be subject to post-employment medical examinations to determine if you are maintaining the fitness standards for this position.
  • DRIVER'S LICENSE: Must possess and maintain a valid motor vehicle operator's license in order to operates motor vehicles, or special purpose law enforcement vehicles of various types including four wheel drives, all terrain vehicles, motorcycles, and small watercraft.
  • Require to obtain and wear an official U.S. Fish and Wildlife Service uniform.
  • Require to submit an OF-178, Certificate of Medical Examination, if the form is not already on file.
  • Require to accept, maintain, and exercise law enforcement authority.
  • Must be certified in providing cardiopulmonary resuscitation (CPR) and first aid or emergency medical services (EMS).
  • Must qualify with and maintain (annual/semiannual) firearms qualification and must safely utilize firearms, nonlethal weapons, and defensive tactics in the conduct of daily activities.
  • This position sensitivity level has been designated as non critical sensitive. The selectee must maintain favorable background investigation.
  • Lautenberg Amendment: This position authorized the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C. Section 922(g)(9). Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

  • Knowledge of instructional methods and skill sufficient to coordinate, instruct, and evaluate courses in law enforcement.
  • Knowledge of adult learning principles; coaching, mentoring, and training techniques, and performance and evaluation techniques sufficient to successfully perform FTO duties and responsibilities.
  • Knowledge of investigative techniques, patrol techniques and methodology, surveillance techniques, anti­ poacher operations, authority and jurisdiction of the Service, search and seizure, arrest techniques, laws and regulations pertaining to the U.S. Fish and Wildlife Service, and practices in order to successfully integrate them with the Service Field Training and Evaluation Program.
  • Skill in communicating and interacting with others in a professional manner to address a variety of client groups on law enforcement program objectives and to garner program support; and planning and providing training to refuge personnel engaged in law enforcement by developing materials and providing situational and classroom training in law enforcement. Includes the ability to obtain support from Federal, State, and local government law enforcement officials; and Congressional office representatives, property owners, commercial, and environmental interest groups.
  • Knowledge of legal principles and concepts sufficient to determine what constitutes a crime or violation as defined in Federal and State statutes, and recognize the kind of evidence required to recognize a violation has occurred, e.g. Federal Rules of Criminal Procedure, Rules of Evidence, Search and Seizure, and Rules of Arrest.
  • Knowledge of the goals and missions of the Fish and Wildlife Service to administratively manage the field location's law enforcement program.
