The Supervisory Air Traffic Control Specialist applies advanced knowledge of air traffic control procedures and operations as well as Federal Aviation Administration (FAA) programs, regulations, and missions to direct a team of geographically dispersed, highly technical specialists. As the Team Manager directs these specialists in the analyzing and evaluating facility operations and processes to identify system implementation issues that support air traffic control systems and operations. Work usually includes a mixture of routine and complex projects/programs based on the objectives of the ATO. This is a major national program that affects all air traffic facilities and organizations and directly impacts the safe and efficient operation of the ATO and National Airspace System (NAS).

The Team Manager is responsible for planning; communicating the ATO's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions, as appropriate. Actively promotes, supports, and participates in the FAA’s Equal Employment Opportunity and Diversity Program. Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/project/program. Manages budget and either reallocates resources among organizational units/projects/programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements.

Applies FAA's air traffic separation standards and procedures to direct the analysis of complex facility operational issues. Directs Bargaining Unit Employees in a FAA terminal and/or en route air traffic facility to provide senior managers with recommendations regarding sensitive employment and labor relations decisions. Interprets 5 U.S.C. Chapter 71 of the Federal Labor Relations Statute to oversee the analysis of ATO technical contract issues. Uses knowledge of facility operations to advise senior management with regards to Federal Equal Employment Opportunity and Accountability Board cases. Uses the Alternative Dispute Resolution (ADR) process to advise the Vice President on complex settlement discussions. Evaluates and recommends approval of memorandum of understanding and agreements on the application of new or modified separation standards, airspace redesign efforts, policies, and procedures.

Contacts are primarily within the ATO with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to plan for the future. Has frequent contact with representatives from national or local FAA labor organizations, such as the National Air Traffic Controllers Association (NATCA) to interpret case law, such as Federal Labor Relations Authority, Court and Arbitration decisions to evaluate the impact on air traffic systems, equipment and facilities. Works collaboratively and builds relationships with representatives from bargaining units. Has authority to make commitments for subordinate organizational units, within guidelines.

Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher-level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution. Individual and organizational performance is typically reviewed periodically by higher-level management, usually through status reports and organizational performance measures.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE is defined as:

  • Experience providing senior managers with recommendations regarding sensitive employment and labor relations decisions. AND
  • Experience interpreting air traffic policies, laws and statues to oversee the analysis of contractual issues.

Experience in a military or civilian air traffic facility that demonstrates possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations.
